  1. EECG CONSULTANTS PTY LTD Box 402339 Gaborone, Botswana Tel +267-391027 Fax +267-391027 Mobile +267-71693104 Email pzhou@global.bw; pzhou@eecg.co.bw CAPACITY & INFORMATION NEEDS ASSESSMENT for the SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) REGION

  2. The SADC Secretariat formulates the overall policy and is tasked to mobilize resources for implementation of regional projects. • SADC also operates through its subsidiarity bodies that act as implementing arms of the SADC. • RERA- Regional Energy Regulators Association, • SAPP- Southern Africa Power Pool, • REPGA- Regional Petroleum and Gas Association. SADC INSTITUTIONAL FRAMEWORK

  3. RELIANT ON BIOMASS ENERGY 70% SPIRALING OIL PRICES AFFECTING REGION- RESOURCES OF OIL AND NG BUT NO INFRASTRCTURE FOR REFINERIES ELECTRICITY SHORTAGE- inadequate capacity & INCOMPLETE INTERCONNECTIONS HIGH COAL DEPENDENCE AND LITTLE LARGE HYDRO EXPLOITED UNTAPPED RE- SMALL HYDRO, SOLAR, WIND BAGASSE KEY ENERGY ISSUES

  4. Ensuring the delivery of improved, affordable, and climate-conscious energy security and access in Africa. • Effective Africa-EU dialogue on energy access and energy security; • Improved access to reliable, secure, affordable, climate friendly and sustainable energy services for both continents; • Increased European and African investments in energy infrastructure in Africa, including promotion of renewable energy and energy efficiency. ALIGNMENT TO AEEP

  5. CEMA Objectives • Strengthened capacity of African regional and national institutions, • mobilising and utilising existing expertise for energy policies and interventions, • for dialogue with development partners including those of EC and EU Member States. • Improved capacity of key African energy stakeholders to mobilise financing for energy investments, including the financing opportunities associated with the AEEP. ALIGNMENT WITH CEMA

  6. PROCESS TO ACTION PROGRAMME

  7. The group exercise consisted of three steps: • Problem Identification (case definition and energy requirements) • Solution formulation (design and implementation of an energy access programme) • Identification of capacity and information needs CAPE TOWN

  8. How to generate up-to-date energy data to improve decision making and technology selection • Cost and benefits of different energy technologies and business models • Engineering skills for local production of energy technologies • Harmonize energy policies, strategies, regulations and adaptation to a changing environment IDENTIFIED CAPACITY AND INFORMATION NEEDS AT CAPE TOWN WORKSHOP

  9. Capacity of regional institutions for relevant policy research & knowledge transfer • Information on different sources of energy supply & near-market technologies • Information on different types of financing options pricing regimes and marketing strategies contd

  10. Stakeholders consulted=53

  11. (4) GOVERNMENT DEPARTMENTS OF ENERGY, FIVE (5) NGOS AND ONE DEVELOPMENT AGENCY. SADC SECRETARIAT AND THE RENEWABLE ENERGY AND ENERGY EFFICIENCY PROGRAMME (REEEP) Got SAPP RESPONSE *** responding organizations took exercise seriously*** RESPONSES

  12. Experiences from past projects in the region • Capacity levels for various aspects of the energy sector • energy policy development, • energy planning, • creating political and regulatory frameworks, • project/programme development, • project implementation, • energy project resource mobilization • M&E of energy project • and Accessing donor/development agency resources. • The capacity needed by African stakeholders for achieving meaningful dialogue under the Africa- EU Energy Partnership (AEEP) • Major constraints stakeholders face to achieve desired capacity • How capacity gaps can be filled • Necessary action to enhance and mobilize capacity in the region • Selected Action Programme items STAKEHOLDER CONSULTATIONS

  13. The major constraints to achieving appropriate capacity • limited manpower,/staff turnover/ right technical expertise, Major Constraints for Organisations to Achieving Capacity

  14. CAPACITY FOR PACKAGING BANKABLE PROJECT PROPOSALS FOR FUNDERS AND VARIOUS DEVELOPMENT AGENCIES • COMMUNICATION AND NEGOTIATING /LEGAL • PROCESSES AND PROCEDURES FOR ACCESSING EU FUNDS • POLICY FORMULATION • PROJECT PLANNING • CAPACITY FOR PROJECT MANAGEMENT • CAPACITY FOR RESOURCE MOBILIZATION & MANAGEMENT • CAPACITY FOR M&E • AWARENESS ON THE AEEP AND HOW AFRICA CAN BENEFIT SUMMARY OF CAPACITY NEEDS

  16. Capacity of regional institutions for relevant policy research & knowledge transfer • Information on different sources of energy supply & near-market technologies • Information on different types of financing options pricing regimes and marketing strategies CT Needs contd

  17. Internal and External Training. • Experience sharing between countries & through attachments among SADC countries • Awareness raising and familiarisation with AEEP and the various DONOR AGENCIES involved. • Show casing of good project examples within the region. Suggested current capacity could be enhanced through:-

  18. RECS and Member States should start by setting clear Energy Policy goals • Mainstreaming of Energy in Development for SADC and MS • Drawing up implementation plans, • CREATE NATIONAL Energy FUNDS for project support, • CREATE incentives for private sector and NGOs PARTICIPATION PREPARING ENVIRONMENT FOR UNLOCKING Capacity

  19. Physical consultations more effective-eliminates ambiquity Some level of energy policy, planning etc but expression of weak capacity for M&E-immediate capacity building target Sharing of KIBESA platform as it is developed. Studies on how Africa can benefit from the AEEP Share experiences on how to access EU Energy Facility (late!). Build capacity within CEMA group. RECOMMENDATIONS
