Talking Points: ESSA • In your meeting, tell your Member of Congress about how implementation is going in your state and whether principals are being included in the conversation • It is also important to make the connection to funding; this law was passed in December and many of the appropriation levels are well below the authorized levels, which could diminish congressional intent by limiting state and district flexibility

Higher Education Act • Now that ESSA is “done,” Congress is turning to another major piece of education legislation, the Higher Education Act • Higher education, particularly the cost of college, is shaping up to be a major campaign issue and something the candidates have promised to address if elected • Many proposed bills related to HEA have been introduced

  11. Talking Points: Higher Ed • Ask the Member of Congress to cosponsor or introduce the Recruiting and Retaining Effective School Leaders Act (H.R. 3925) introduced by Rep. Susan Davis (D-CA) • H.R. 3925 would provide loan forgiveness to principals and assistant principals, mirroring a similar to a program already in place for teachers

  12. Career and Technical Education • Carl D. Perkins Career and Technical Education Act is overdue for reauthorization • Hearings have been held and private companies have expressed interest in updating the law • Strengthening Career & Technical Education for the 21st Century Act (H.R. 5587) passed 37-0 in E&W committee; Senate rumored to be circulating a draft, so this bill could move in the fall

  13. NASSP on CTE Policy • In fall 2015, NASSP sent a letter to the Hill outlining our priorities in CTE reauthorization • NASSP emphasized: • Professional development for CTE teachers • Personalization • CTE in the middle grades • Accountability and data collection • Greater funding

Talking Points: CTE • Ask the Member of Congress to cosponsor the Middle STEP Act (S. 1609/ H.R. 3346) which will expand career exploration and CTE-related opportunities to middle level students • Ask the Member of Congress to provide robust funding for CTE State Grants in order to increase the impact of this program

  15. Federal Budget & Appropriations

  16. Key Terms Authorization Creates a specific program through federal law. An authorization bill acts as a prerequisite for an appropriation or other kinds of budget authority. Appropriations Provides the actual amount of federal dollars to a specific program. Congress needs to pass appropriations bills each year for the operations and programs run by the federal government.

  17. Federal Budget & Appropriations Sequestration: Sequestration began in March 2013 Education funding for 2013-2014 school year was cut by 5.23% ($3.1 billion) FY 2014 appropriations bill partially restored sequester cuts to some programs Bipartisan Budget Agreement of 2015

Federal Budget and Appropriations Update on the FY17 Appropriations Process Moving appropriations bills without topline numbers in the House; Senate has 302(b) numbers, which were a cut of around $270 million With increases to NIH, Mental Health, Opiods, and Zika among other things expected, education will likely be a big loser
