  2. NRCS • NRCS is experiencing many changes, especially organizationally. Mandated and programmatic requirements have increased. Agricultural changes resulting from Farm Bill Policies, and oversight agencies – Departmental Regulations, OMB, and congressional mandates--affect our ability to delivery timely, efficient services.

  3. NRCS • The Clinger-Cohen Act has challenged us to make sound investments in information technology using a structured methodology (CPIC/NITPCC) while the President’s Management Agenda requires us to be more accountable for the funds we receive and the results we achieve.
