Shaping an effective and efficient European renewable energy market RE-Shaping Objectives: Derivation of effective and efficient policies supporting renewable energies in a liberalised European energy market and assisting EU Member States in the implementation of the RES Directive for 2020. Policy needs: Monitoring of existing support instruments for RES and modelling of main policy alternatives is crucial for the future policy development. • Unbiased and scientifically robust analysis is needed in a sometimes controversial discussion on the optimal support strategy. • Target group:National and European policy makers, renewable branch organisations, RES generators, energy consumers and suppliers • Who benefits? • National and European policy makers gaining critical insight into the success and potentials for improvement of their support systems. • European energy consumers will benefit due to lower prices and higher RES deployment.
Objectives: • Analyse the effectiveness and the efficiency of current and future RES support schemes. • Identify current best practices and assess (future) costs of RES and the corresponding support necessary to initiate stable growth. • Analyse and promote better integration of RES policies with climate & innovation policy and liberalised energy markets. • Analyse options for flexibility and cooperation between Member States. • The future deployment of RES in each MS is calculated based on the Green-X model to assist MS in implementing national action plans and to support a long term vision of the European RES policy. • Analyse the impact of policies on risks for RES financing and propose improved more risk-conscious policies.
How? • Statistical analysis of historical data / development of quantitative indicators for success and failure of RES support schemes • Profitability analysis of investments in RES projects • Stakeholder consultation – internet based and by personal contacts • Analytical analysis of market and policy interactions • Quantitative analysis of the costs and benefits of present and future policy options based on the techno-economic model Green-X
Expected results: • Clear empirical insights into the present success and failures to support RES in Europe on Member State level. • Quantitative results on the costs and benefits of future policy options such optimised national and coordinated policy options based on the techno-economic model Green-X. • Detailed definition of best practice criteria for renewable energy support schemes and policy integration. • Stakeholder involvement through in-depth expert talks with Member States officials and market actors. • Recommendations and action plan on optimisation of RES policy measures to support policy makers on European and national level.
