Maximize higher education sector capacity. • A university for distance education is to be established by the government and funded only for the first three years where it would be independently funded afterwards through self generated resources. Increasing access in private universities and higher institutes. • Developing standards, specifications and criteria for establishing new private universities & higher institutes. • Modified legislative laws and regulations of private universities (act no. 101 for 1992) to encompass national universities and other new forms of universities that local communities might initiate. • Awarding preliminary approval for establishing new private higher education institutions according to developed master plan and regulating legislations. Adopted trends: • Encouraging partnerships and joint degrees between Egyptian and international higher education institutions. • Cooperation between Egyptian and international HEIs to provide quality HE programs. • Opening and supporting branches for some Egyptian universities Arab and African region (Cairo university in Khartoum, Sudan & a branch for Alexandria university in Guba, Sudan & open education center in Arab region ). Adopted trends: • All HEIs (public & private) follow a unified regulatory system for Quality Assessment & Accreditation. • Encouraging private universities to increase access to international students (overseas students enrolled in undergraduate programs at private HEIs represent 33% of the overall number) • Funding projects for higher education enhancement through HEEPF, TEMPUS and the National Fund. • Dialogues with advanced HE systems in the field of technology and industry to establish specialized international universities.
