Background – National Context Population : 33,5 Million inhabitants Surface : 710 850 km² Energy Consumption : 570 kg of oil equivalent per capita Energy dependency : Over 90 % Imported Electricity : 17 % (2014) Over 4500 X Rays medical equipment 35 Medical accelerators 20 Nuclear Medicine Centres 2 Cyclotrons Research reactor 2 MW power 30 NDT Companies

Background – National Context (Cont’d) • 1957: The Kingdom of Morocco was among the first African countries to become a Member State of the International Atomic Energy Agency. • 1970: The Kingdom of Morocco marked its interest for the peaceful use of nuclear energy and signed, among the first countries, the Non Proliferation Treaty. • The Kingdom of Morocco has signed/ratified all the international instruments relating to international cooperation, nuclear and radiological safety and nuclear security. • Morocco ratified the 2005 Amendment to the CPNNM last May. All these developments required continuous updating & improvement of its legal and regulatory framework.

Background – National Context (Cont’d) • Following several consultations with the IAEA, the Law n° 142-12 on nuclear and radiological safety, nuclear security and safeguards was enacted in August 2014. • It created the “Agence Marocaine de Sûreté et Sécurité Nucléaires et Radiologiques (AMSSNuR)”whichbecame operational on 26 October 2016.

Background – National Context (Cont’d) • AMSSNuR had its first Board of Directors, headed by the Prime Minister, on 16 September 2016, that approved , inter alia, its Vision and Strategy, Statute of Personnel, Organigramme/structure, and Budget for 2016 & 2017. • AMSSNuR is an independent Regulatory Body reporting to the Head of the Government (Prime Minister), regulating safety, security and safeguards.

Background – National Context (Cont’d) • Commitment to the nuclear security, safety and safeguards was reaffirmed as a national priority that would be maintained through the national legislative, regulatory and administrative framework. • Action in the draft Implementing Guide within the NSS.

Fundamental principles of AMSSNuR AMSSNuR is based on 4 major principles: • Conformity with the international instruments, International Safety Standards and Nuclear Security Guidance in nuclear safety and security. • Integration, where justified, of regulatory and control functions of nuclear safety, security, and safeguards. • Independence from authorities and organizations promoting ionizing radiation. • Legal empowerment of AMSSNuR with regard to control functions, authorisations, inspections, and administrative sanctions.

  9. II. Functions of AMSSNuR: Sustainability AMSSNuR’s major functions and responsibilities: • Development of nuclear and radiological regulatory texts as well as technical regulations and prescriptions (Establish regulations and associated administrative measures that support nuclear security).

Management of the regulatory control system of activities and facilities involving ionizing radiation (Enforce regulations and associated administrative measures that support nuclear security).

Assistance to the Administration to put in place a national system for the physical protection of nuclear material and associated facilities, and a national nuclear emergency preparedness and response plan (ensure that overall priority is given to nuclear security and priorities within nuclear security are appropriate and proportionate to the level and nature of the threat).

Advice to national authorities on nuclear safety, security and safeguards issues, and assistance to them in international negotiations (ensure that overall priority is given to nuclear security & safety and priorities within nuclear security are appropriate and proportionate to the level and nature of the threat).

Development of regional & international cooperation on nuclear and radiological safety, security, and safeguards (participate in international activities that address the implementation of international legal instruments and initiatives to which the Kingdom of Morocco is a party or to which it has made a political commitment).

  15. III. Strategic Objectives: 2017-2021 AMSSNuR has adopted the following vision: “establish itself as an independent, efficient, credible and transparent regulatory body”. Strategic objectives for 2017-2021: • Upgrade the regulatory framework according to the Law and international standards and guidance (Establish and enforce regulations and associated administrative measures that support nuclear security). • Strengthen the level of nuclear and radiological safety and security (as above).

  16. III. Strategic Objectives: 2017-2021 Strategic objectives for 2017-2021 (Cont’d): 3. Develop, in close collaboration with other national stakeholders, a national nuclear security system and a national emergency planning and preparedness (define roles, responsibilities and accountabilities for nuclear security to sustain the nuclear security regime).

  17. III. Strategic Objectives: 2017-2021 Strategic objectives for 2017-2021 (Cont’d): 4. Establish a transparent and reliable communication policy (Systemically communicate nuclear security & safety priorities).

Develop and maintain human organisational capabilities necessary to the implementation of its strategic objectives (Provide sufficient human, financial and technical resources to support the nuclear security regime…)

Ensure involvement in the development of and sharing of experiences in the fields of nuclear and radiological safety and security and nuclear safeguards (Actively participate in international activities that address the implementation of international legal instruments to which it is a State party or to which it has made a political commitment).

  20. III. Strategic Objectives: 2017-2021 (Cont’d) Summary of AMSSNuR’s multi-year strategic plan:

Action Plan 2017(Cont’d) The categories are as follow: • Core Programmes (Programme Métiers-PM): (a) update the national inventory of sources, (b) develop the regulatory framework, (c) strengthen the authorisation and control systems. • State Support Programmes (Programme d’Appui à l’Etat-PAE): (a) national plan for emergency preparedness and response; (b) national plan for physical protection of nuclear material and associated facilities; (c) application of safeguard and additional protocol; and (d) implementation of international instruments.

  22. IV. Action Plan 2017(Cont’d) The categories are as follow: 3. Accompanying Measures Programmes (Programme d’Accompagnement-PA): (a) establishment of a national training policy; (b) cooperation and collaboration; and (c) communication and information; and 4. Internal Support Programmes (Programme Support-PS): (a) human resources management system; and (b) system of good governance.

Conclusion • The Kingdom of Morocco has made huge progress in updating its legislative framework and creating an independent regulatory body (AMSSNuR) for safety, security and safeguards. • The Kingdom of Morocco has built sustainability of its nuclear security infrastructure at the design phase (law 142-12, establishment of AMSSNuR…etc.)

Conclusion (Cont’d) • AMSSNuR is closely cooperating with the IAEA (INSSP and TC), the EU and other Regulatory Bodies. • AMSSNuR, in line with the national policy and strategy for cooperation, is committed to play a key regional role in strengthening nuclear security and also contribute globally to such continuous improvement.

Conclusion (Cont’d) • AMSSNuR will host next year , in cooperation with the IAEA and the EU, a regional event for African Nuclear Regulators, including FNRBA. • AMSSNuR will host, in close cooperation with USNRC, CONSEJO and others, the third International Regulatory Conference on Nuclear Security in 2018.
