Two-Tier System of HE University HE • University level institutions (22): University (universitetas), Academy (akademija), Seminary (seminarija) • Higher education based on theoretical knowledge and scientific research • Organised in three cycles: • 1st cycle: Bachelor • 2nd cycle: Master • 3rd cycle: Doctoral

Non-University HE • Non-University level institutions (28): College (kolegija), school (aukštoji mokykla) • Prepares for professional activity based on applied research and practical training • One Cycle (1st cycle undergraduate) Source for information on institutions and programmes: www.aikos.smm.lt

  5. Development of Non-University Sector Main stages: • 2000 establishment of non-university sector (colleges) • 2007 colleges are granted the right to confer Professional Bachelor degree (profesinis bakalauras)

Establishment of Colleges • Law on Higher Education (2000) established a two tier system of higher education • Advanced VET schools were reorganized and became colleges (kolegija) or departments of colleges • Advanced VET sector gradually disappeared • Graduates of non-university study programs were awarded a professional qualification and could enter 1st cycle university level studies

Changes in 2007 • Colleges acquired the right to award Professional Bachelor degrees. • The right is granted to colleges, which successfully undergo assessment by CQAHE (4 years after their establishment). • All professional qualifications previously awarded by such colleges are equated to a Professional Bachelor degree.

  9. Non-University Higher Education I • Admission requirements: secondary education (Brandos atestatas) • Qualification awarded: professional qualification and/or Professional Bachelor degree • Workload requirements: 120-160 national credits (180-240 ECTS)

  10. Non-University Higher Education II Curriculum: • Subjects of general education: about 6%; subjects on the particular field of study: at least 40 national credits; subjects on the specialization: 40% • 20 credits to practical training • Final project and/or final examinations: at least 6 credits

  11. Non-University Higher Education III Rights awarded: • Right to begin an appropriate professional career • Right to enter 1st cycle university (Bachelor) studies (some credits are usually transferred) • Right to enter Master studies after (1) acquisition of working experience and (2) completion of additional courses.
