So what is a care leavers entitlement? • From 16 a care leaver should have: • A Personal Advisor • An assessment of the support they need and a Pathway Plan that sets out how the local authority will support them including financial support for education, employment and training • Contact from the personal advisor until they are at least 21 • If at age 21 they are already in education or training then leaving care support continues until the programme of education or training , which has been agreed in your pathway plan, ends. • If at 21 they are not in education or training then support from leaving care services will usually stop around their 21st birthday. • However, if, up until their 25th birthday, they return, or want to return to, education or training, they can go back to their local authority and ask for support • The local authority that took them into care remains responsible.

So what about funding for care leavers as individuals? • For 16-18 year olds (+ 19-24 with LDA) • 16-19 Bursary (at least £1,200) • For adults (upto 25 – see care leaver entitlement slide) • Discretionary Learner Support Fund (annual allocation for organisations, with locally devised policies) • Care to learn (up to 20 – support for childcare) • Higher Education • £2,000 HE Bursary from local authority (+ local authority additional packages of support – will vary) • Many universities offer dedicated bursaries to care leavers • Student loans and maintenance grants (https://www.gov.uk/student-finance) • National Scholarship Programme (focused on post-graduates from 2015) • Access to Learning Fund (ALF) – Care leavers are a priority

So what if the care leaver is unemployed? • Care leavers, who, after their 18th birthday, remain estranged from their family can claim income support (or Universal Credit if applicable) if they are in relevant education (upto level 3) if the course is full-time and below higher education level. Entitlement extends to the end of the academic year following their 21st birthday. • Regulations at http://www.legislation.gov.uk/uksi/2012/757/part/3/made • Job Centres have flexibility to address the needs of care leavers

  9. Other options • Starting a business • New Enterprise Allowance • Prince’s Trust • Community learning • 24+ advanced learning loans • Professional and career development loans

So what about funding for care leavers for the organisation? • For 16-18 year olds (+ 19-24 with LDA) • Postcode Uplift – up to 28% uplift • Care leaver Uplift - £480 per care leaver • Previous GCSE Maths and English performance - £480 per subject (if no C grade) • High Needs – Individual Support Funding (through Local Authority) • For adults • Additional Learning Support (£150 per month for those eligible) • For apprentices • Fully funded rates can be achieved for 19-23 year olds if care leaver status known • For higher education students • Course Fees (plus any HEFCE funding for specific courses)
