  1. NERC Possible Future for TLR and Congestion Management NAES would adopt and re-write the TLR procedure. Working with FERC, they would create a new attachment to the tariff for congestion management. The TLR procedure would become the pro-forma requirement, and would be written such that a provider could simply cut and paste it into their tariff if they wished. WECC could write a similar “cut and paste” procedure (USF). NERC would modify IRO-001 to require a section on congestion management in the Regional Reliability Plan. In that plan, the Region would need to specify 1.) the detailed CM procedures used by each of its TSPs, 2.) how any CM difference between the TSPS within the region are addressed, and 3.) how any CM differences with other regions are addressed. This incentivizes the region to have CM practice, and to reduce operational seams where possible. NERC would approve the plan based on the reliability aspects only.
