  2. Disaster Recovery Program • $5.08 Billion HUD Funds to Mississippi in form of Community Development Block Grants (CDBG) in Aftermath of Katrina • Governor Allocated Approx. $640 Million for Water/wastewater Infrastructure • Funds Available in June 2007

Governor’s Directive to MDEQ • Develop Plan to Identify Water/Wastewater Infrastructure Needs in Five Counties • Enhancement and Not Repair • Address Needs in Growth Areas and Areas Less Vulnerable to Future Storms • Support Housing Needs and Economic Development • MDEQ Contracted with MSEG to Assist in Development of Plan • Plan Finalized in Jan. 2007

  4. Description of Projects (65) • Water Supply • 34 water supply wells (28.5 mgd) • 34 storage tanks (17.5 mg of storage) • 277 miles of water transmission lines • 1 water treatment plant

  10. Roles • CUAs/Cities Implement the Project • Procured engineers, administrators, and legal • Negotiate Service Agreements • Manage design, land acquisition, permitting • Procure Construction Contracts • Manage Construction Activities • Operate and Maintain Infrastructure

  11. Roles • MDEQ • Assists and Provide Monitoring Oversight to Grantees to Ensure Compliance with HUD Requirements • Davis-Bacon, Procurement, Change Order Approvals, and Payment Requests

  12. Program Objective • Commence Construction on Some Phase of Every Project by Mid Jan. 2009 • Complete Construction by End of 2010

  20. Bid Process • County Utility Authorities (CUA’s) will advertise for bids • CUA’s and representatives will issue bid documents • CUA’s will conduct pre-bid meetings • CUA’s will receive, open, evaluate, and award bids

Bid & Award Requirements • Bid Security – 5% of Base Bid amount • Mississippi State Certificate of Responsibility (Contractors License) Required • MBE/WBE Goals – 10%/5% • Contracts Awarded within 90 days • 100% Performance & Payment Bonds at Contract Award • Work Orders issued by CUA upon completion of Design, Permitting, Acquisition of Property • Unit Price Adjustments considered for Fuel, Materials, CPI • Visit msGulfRegionPlan.org or the CUA for more information
