Operational Deconfliction • History • Created in 1996 and managed by the San Antonio Police Dept.under the auspices of of the South Texas HIDTA. • SAPD Captain Longoria lobbied for the use by SAPD and all agencies in the HIDTA area. • The service is provided free of charge to enhance both officer/agent safety and operational effectiveness. • What is Operational Deconfliction? • The ISR Dedconfliction database System is an information storaqe and mapping software system.

The system is designed to enhance agent/officer safety during narcotic police enforcement actions. • The system was designed to alert users of potential conflict between operational actions by matching: • identities of common suspects and; • maintaining oversight of proximity / location issues. • When law enforcement officers anticipate or conduct enforcement activity, they will notify the STHIC Deconfliction Center.

  5. Examples of activities: • Buy/Bust operation • Reversals • UC meetings • Buy walks • Search warrants • Surveillance operations • Arrest warrants • Participating agencies are not mandated by HIDTA to report operations to the Deconfliction system

  6. from January 01, 2001 thru June 01, 2110 over 1100 operations have been reported • with a confliction rate near 50%. • How it Works • Narcotics enforcement by nature is unpredictable and plans change without notice. • Adequate notice of planned operations is critical to the effectiveness of the System. • If Possible one hour advance notice of the operation is suggested.

Once an event has been reported, updates on times, locations, suspects, and vehicles should be made as soon as possible. • The system is only as good as the information reported to the STHIC. • The System can be contacted toll free by calling or faxing the information or operations plan to the STHIC 1-800-606-1768. • If there is a conflict, the Deconfliction Center will notify both agents/officers of the conflict and ask them to contact each other directly. • Conflicts will be resolved by the agencies involved.

  8. STHIC personnel will not resolve any conflicts; • will not judge the importance of either operation; • STHIC personnel will not , under any circumstances, disseminate any operational information.

  9. Real Life • Officer Safety • Operational Enhancement • Information of suspects involving long term cases can be entered for 6 months at a time. • Notifying the case agent when any of the suspects are targets of other investigations. • This enhances long term case management

  10. System & Procedural Security • System Security • Outstanding network security • Information is only received, NOT disseminated • Verification of Users • Audit of Events Submitted • Supervisors are frequently called to audit information/operations as given by agents/officers

Service Availability • Mapping available for entire state of Texas • 35 agencies currently utilizing system from the Valley to Waco • Normal Hours of Operation • 8am -10pm M-F • After Hours Operation and Holidays • Duty pager assigned to personnel to allow system 24 -7 effectiveness • Currently utilized by the Austin office of the DEA and the DPS.
