  3. Important recent developments 1. Initiation of the ‘Country Dialogues’ Process: - Inaugural Workshop in Lebanon took place in November 2005, in Beirut; currently suspended due to recent events in Lebanon - Assists in a strategic way for prioritization of needs and related aid support - Emphasis is also on links with the European Neighbourhood Policy (ENPI) - Egypt and other countries will follow in 2006-07 2. Euro-Mediterranean Water Directors Forum Meeting (Rome, 11/2005): The Euro-Med Conference of Water Directors will serve as operational link providing the political and institutional platform necessary to reach political decisions and guide future work 3. Funding to the MED EUWI from the European Commission (AidCo): - MED EUWI is to receive financial support through the Contract for the Monitoring and Support Unit (RMSU) of the MEDA Water Programme - Support amount to 1,5 million € for 2 years (2006-2007) for specific activities in partner countries with emphasis on Country Dialogues - The Lead Country continues supporting core funding and Secretariat

Indicative progress achieved so far in 2006 • Country Dialogues:cooperation with UNEP-GPA (for small countries like Lebanon) and OECD/EAP Task Force (for bigger countries like Egypt) is ongoing and ToRs for financial assessments and strategies are underway • Training Seminars for North African Countries and Mauritania:1st North African Seminar on Status of National IWRM Planning, in Rabat (24-25 Jan 2006), supported mainly by AfDB, UNEP-UCC; over 220 participants from 17 countries; Rabat Declaration and outcomes presented at 4WWF, Mexico • Capacity Building for decision makers in South East Europe on transboundary waters: 3rd Coordination Meeting in the context of the Petersberg Process / Athens Declaration took place in Athens (29-30 May 2006) • Strategic Partnerships, MoUs and linkages:are developed, inter alia, with the new Initiative ‘Horizon 2020’; with EMWIS; and with the new GEF Strategic Partnership for Mediterranean Large Marine Ecosystems (2007-2010)

  5. Next Practical Steps (1) • 1. Follow up activities to the Rabat Seminar in collaboration with North African countries, UNEP UCC and the AfDB: • organisation of Training Seminars on IWRM Planning for administrators and decision makers, in at least two countries of North Africa • 2. Continuation of the MED EUWI/WFD Joint Process: • finalisation of first phase with an assessment and dissemination of results • launching of second phase (autumn 2006) with new thematic topics/priorities and Working Groups • establishment of a Network of Mediterranean Pilot Basins based on the WFD approach and regional conditions 3. Follow up activities on Capacity Building on Transboundary Waters in SEE, with organisation of two workshops in autumn 2006: - on Multi-Purpose Uses of Water, in Zagreb, supported by Germany, and - on Management of International Lakes in SEE, in Ohrid, supported by GEF

  6. Next Practical Steps (2) • 4. Continuation of Country Dialogues: • after the crisis in Lebanon, increased emphasis should be given to the National Dialogue with focus on reconstruction • ToRs for the financial assessments and strategies are being finalised by UNEP/GPA and OECD/EAP Task Force, based on OECD’s ‘FEASIBLE model’ already used in other Dialogues in the EECCA region • the Dialogue in Egypt will start soon, with a first coordination meeting expected in autumn • 5. Organisation of the Euro-Med Water Directors Forum Conference: • in Athens, 5-6 November 2006, in cooperation with the EC, EMWIS and MEDA-RMSU • info available on www.minenv.gr/medeuwi/ ; www.emwis.org and on the CIS (www.euwi.net) • the Conference is linked, as a stepping stone, with the Euro-Mediterranean Meeting of Ministers for Environment, planned for the 20 Nov 2006, in Cairo, organised by the EC and the Finnish Presidency to present and promote the ‘Horizon 2020’ Initiative for the Mediterranean
