Mapping Educational Capacities of GP Practices in Victoria: Addressing Placement Demands
This project, a collaboration between Deakin, Melbourne, and Monash Universities, examines the evolving structure of medical student placements within Victorian GP practices. It highlights the significant rise in demand for medical student placements, with a 125% increase noted in 2011 and a 165% increase by 2017. The analysis reveals that though 33% of practices in Victoria can accommodate these placements, the system remains under-resourced. Recommendations include enhanced funding strategies and regional collaboration to meet educational needs and optimize practice capacities for training future medical professionals.

GP Practices Placements Mapping A Snapshot of the Evolving Structure of Medical Students Placements
GP Practices Placements Mapping • Applied Skills Learning Placement ( ASL) • Enables acquisition of undergraduate level applied skills in the discipline of general practice. • Learning for the Field of Medicine Placement (LFM) • Student based in GP practice for extended period to acquire undergraduate level knowledge and skills in the broad field of medicine. • Exposure and Orientation Placement (EOP) • A placement which exposes or orientates a student to the medical discipline of general practice.
GP Practices Placements Mapping • Major increases in medical student placement demands in Victorian GP practices. • Measured in clinical sessions an increase to calendar year 2011 of around 125% and calendar year 2017 of around 165%. On current indicators of statewide practices’ educational commitment. • 570 in a total of around 1730 Victorian practices could be available to absorb these demands (33 %). Conclusion: a huge demand increase on a system under prepared and under resourced to cope
GP Practices Placements Mapping • The Impact Picture • Year 2011, Sessions required = 59,336 Distributed against 571 practices = 104 sessions per practice pa or 52 days per practice pa.Distributed against 1297 practices (75% of state total) = 45.7 sessions per practice pa or 22.8 days per practice pa.Year 2017, Sessions required = 78,150 Distributed against 571 practices = 136.8 sessions per practice pa or 68.4 days per practice pa.Distributed against 1297 practices (75% of state total) = 60.2 sessions per practice pa or 30.1 days per practice pa.
GP Practices Placements Mapping • The practice clinical education needs of other Victorian learners. • Estimated Feb 08 at least 750 GP registrars linked to RTPs. • GPET estimates 480 registrar EFT pa. • 80 IMGs in mentored/supervised arrangements during 2007 but estimated at 48 for 07/08 (RWAV) • 510 interns estimated for 2009. • 35 PGPPP placements during 07/08 (PMRG).
GP Practices Placements Mapping • Translate the Statewide Picture to: • Quantifiable demands and manageable steps towards solutions at regional levels. • Gain a fuller understanding of willingness and capacity of local practices. • Correlate capacity with a regional demand figure across all learner types. • Begin to address solutions to bridge gaps (including actions for additional practice recruitment).
GP Practices Placements Mapping • Paradoxical Study Findings? • Practices want the freedom to decide which learners they take and the education providers they to deal with. • Practices expect education providers will collectively coordinate their requirements for the provision of placements.
GP Practices Placements Mapping • Actions and Recommendations • First level work be done preparatory to funding submissions which reviews cost benchmarks for University practice based clinical teaching and practice teaching subsidies and capital/ infrastructure requirements for medical students. • A round table with commonwealth and state government agencies to review funding sources for the various aspects of practice capacity building. • A range of funding /planning proposals identified.
GP Practices Placements Mapping • Actions and Recommendations • GPV/RWAV manage a state wide data base of practice education profiles. • GP learner placement coordinators be placed in Victorian RTPs for essential on the ground practice support “leg work”. • Preparation of a submission to AGPN for the strengthened recognition of the role of divisions.
GP Practices Placements Mapping • Today • Clarifying partnership roles. • Identifying regional actions to extend the provision of GP learner placements. • Using the practice capacity template as a guide.
