Grants to Replace Aging Diesel Engines Plus In 2007, Mecklenburg County Air Quality initiated GRADE to help fight the formation of ground level ozone Locally administered, sub-grant reimbursement program for public or private diesel equipment owners Modeled after similar programs in Texas and California

  3. Grants to Replace Aging Diesel Engines Plus GRADE+ 13 North & South Carolina County’s All diesel sectors are eligible: Non-Road; Stationary; and On-Road 25 hp minimum size or 8,501 GVWR for On-Road GRADE • 7 North Carolina County’s • Non-Road Construction Type Equipment • 25 hp minimum size

  4. North & South Carolina Coverage Area GRADE + + + + + + + = County’s added for GRADE+ designation in mid-2009

  5. Grants to Replace Aging Diesel Engines Plus

  6. Ozone Non-Attainment Lower Ozone Standard wasproposed on January 7, 2010 by USEPA to between 0.060 – 0.070 ppm ozone

  12. Predefined Selection Criteria • Cost effectiveness is most important factor (Cost/ton of NOx reduced) • Geographical distribution also considered • Selection committee comprised of representatives from around the region • Staff recommendation

  13. Manageable Contract Requirements • Sign a funding agreement • Complete the project • Request reimbursement • Operate the equipment 75% of the time in the region for the next 5-10 years. • Report hours of operation every six months – we’ll ask for it, you don’t have to remember!
