Regional state administration was reorganized on 1 January 2010 • Regional state administration was overhauled at the beginning of 2010. • The functions of the former main regional state authorities were brought together and reorganized under two new regional state authorities • the regional state administrative agencies (6 agencies) • the centres for economic development, transport and the environment (15 centres)

Clarification of roles and division of duties of regional authorities • Regional State Administration • is responsible for central government implementation and development functions and is in charge of executing steering in the regions • is responsible for supervising the implementation of legislation and for legal protection to some extent • Regional Councils • main responsibility for strategy-based development of the regions • responsible for certain statutory tasks related to regional development • in charge of duties delegated to the regional councils by local government

Regional Councils • Regional councils are statutory joint municipalities that operate on the principles of municipal self-government. • They serve as statutory authorities responsible for regional development and regional planning and are thus the main units for planning and interest representation in the regions. • Their functions are to • formulate regional programmes, plans and implementation plans, • draw up regional EU programmes and • be in charge of land use planning. • Besides their statutory functions, the regional councils carry out many optional tasks that mainly concentrate on idiosyncratic regional issues. • There are 18 regional councils in Finland.

New structure of regional state administration • The new administrative structure is a base for any future reorganization of regional state administrative functions. • The reform strengthens the role of the regional councils as a regional state organ by bringing together into the regional councils all regional development functions and related resources decision-making. • In the reform, the forest centres were functionally coupled with regional state administration. • The regional state administrative agency for the Åland Islands is known as the State Department of Åland. It includes all functions performed by the former provincial state office.

  7. Centre for Economic Development, Transport and the Environment (”ELY”) is responsible for implementing and developing government activities in the regions. The centre concentrates on functions related to natural resources and the environment, transport and the infrastructure, labour force, businesses and competence and activities related to culture Regional State Administrative Agency (”AVI”) is responsible for implementing, steering implementation and supervising the implementation of legal provisions and legal protection to some extent in the regions. The agency concentrates on the materialization of basic public services, legal protection, permits and supervision, public safety, tasks related to environmental permits and supervision of occupational safety. Strategic steering of regional state authorities • Strategic steering and planning in the regional state administrative agencies and in the centres for economic development, transport and the environment is carried out in collaboration with the ministries in charge of steering the said agencies and centres. • Both are provided with a strategy document covering a whole government term. • A strategic performance target agreement is drawn up for each regional state administrative agency and centre for economic development, transport and the environment for a whole government term and it is assessed annually. The strategic performance agreements build on the strategy document.
