Leeds City Region • Great economic potential • £42bn economy - £53bn + by 2015 • 2.77m population • 1.4m labour force • Up to 87,000 more jobs by 2015 • 263,000 employed in financial and business services – projected to grow by further 35,500 by 2015 • Leeds City Region starting to fulfil a national role in financial services and potential benefits arising from greater decentralisation from London • Potential to work more closely with Manchester and Sheffield City Regions on developing the North’s role as a European Centre for high level financial services • Currently a significant economic force in the North of England • Ambition to be recognised as a significant European City Region

Leeds City Region • The first iteration of the Leeds City Region • Development Programme (CRDP) • set out an enhanced growth scenario to deliver growth of 3.5% per annum in GVA per capita in order to close the productivity gap within a 10 year timescale • identified the key sectors and niche clusters which can deliver substantial growth • started to identify the key interventions that will enable the City Region to contribute towards closing the national productivity gap • and contained a commitment to develop a more robust evidence base to support our propositions

Leeds City Region Concordat, March 2005 “Working together differently: to develop an internationally recognised City Region; to raise our economic performance; to spread prosperity across the whole of our city region; and to promote a better quality of life for all of those who live and work here.”

Leeds City Region • Structure is developing alongside clarity on areas for collaboration • Leaders meeting regularly to agree the way forward • Chief Executives meeting monthly • Policy Advisers Group of LAs with regional bodies • Theme groups are developing interventions with wider partner organisations • But developing at a pace that is appropriate for the City Region partners • And not setting up unnecessary structures

Leeds City Region Conclusions • Political commitment to working across the City Region • Greater understanding of the areas where we should focus our collaboration • Working at a pace that reflects the unique economic geography of the City Region • Taking the case to Government But • Need national and regional strategies to provide a supportive framework • Consistent City Region proofing across all relevant areas of Government Policy • CSR 2007 must be supportive of the northern City Regions
