FFY 2010 State Performance Plan/Annual Performance Report • The FFY 2010 Part C SPP/APR is due February 1, 2012. • The APR includes data collected during the FFY 2010 reporting year. • July 1, 2010 through June 30, 2011 • States should be analyzing the data collected and finalizing for submission with the APR.

  3. FFY 2010 SPP/APR The Part C indicator measurement table and other SPP/APR documents were included in the Part C regulations Information Collection. The measurement table was revised to reflect revisions to early childhood transition requirements (Indicator 8A and 8B).

  4. The Good News! Because the prior regulations were in effect during the FFY 2010 reporting period, States are not required to report using the revised Indicator 8A and 8B. For the APR due February 1, 2012, States will report using the same Indicator 8 data required by the previous measurement table.

  5. For FFY 2011 SPP/APR(due February 1, 2013) For this APR, States will be reporting on data collected between July 1, 2011 and June 30, 2012. At time regulations were published, FFY 2011 report year had already begun. Therefore, States are not required to report on the new Indicator 8 for the FFY 2011 APR.

  6. For FFY 2012 SPP/APR(due February 1, 2014) For this APR, States will be reporting on data collected between July 1, 2012 and June 30, 2013. All new Part C requirements will have been in effect for he full reporting year. Therefore, all States will be required to report on the new Indicator 8 for the FFY 2012 APR.

  7. Revised Indicator 8 The percentage of toddlers with disabilities exiting Part C with timely transition planning for whom the Lead Agency has: A. Developed an IFSP with transition steps and services at least 90 days, and at the discretion of all parties, not more than nine months, prior to the toddler’s third birthday.

  8. Revised Indicator 8 (cont’d) The percentage of toddlers with disabilities exiting Part C with timely transition planning for whom the Lead Agency has: B. Notified (consistent with any opt-out policy adopted by the State) the SEA and the LEA where the toddler resides at least 90 days prior to the toddler’s third birthday for toddlers potentially eligible for Part B preschool services; and

  9. Revised Indicator 8 (cont’d) The percentage of toddlers with disabilities exiting Part C with timely transition planning for whom the Lead Agency has: C. Conducted the transition conference held with the approval of the family at least 90 days, and at the discretion of all parties, not more than nine months prior to the toddler’s third birthday for toddlers potentially eligible for Part B preschool services.

  10. Getting ready for new reporting requirements • Even though States are not required to report using new Indicator 8A and 8B measurements, we encourage States to do so as soon as possible. • For States that use database, begin discussion of how to revise data elements. • For States using monitoring data, begin using new requirements as soon as possible in order to begin collecting monitoring data based on new requirements.
