Improving Mining Legal Framework • Support for Draft Law on Subsoil, implementing regulations • Support for mining fiscal regime; assessment of the total fiscal burden • Support on policies and regulations for tendering of known deposits • Assessment and support on the organizational structure for the mining , cadastre and geological survey functions • Support on programs and policies to enhance the domestic impacts of mining operations, including PPP in infrastructure • Provision and delivery of staff training programs, including on assessment of environmental and social impacts and benefit streams

Mining Cadastre • Diagnostic for setting up a mineral rights cadastre • Support for development of cadastral regulations • Support for the establishment of a modern automated &transparent cadastre system • Provision of hardware • Training to relevant ministry employees to be able to administer the new system

  5. Geological Survey (in cooperation with Finnish Geological Survey) • Support for the development of a platform for the modernization of geological information including hardware and software • Support for the modernization of the geological information policy framework and regulations and provision of information into a geodatabank • Support for the development of modern target oriented field survey techniques, including geology and geophysics • Support for the conversion of existing maps to digital formats at international standards • Training to relevant ministry employees to be able to use the new systems

Stakeholder Outreach • Strategic Environmental and Social Assessment • Workshops with (potentially) impacted stakeholders on benefits and risks of industrial mining • Diagnostic of artisanal and small-scale mining (ASM) on social and environmental impacts and potential value added activities in the gem sector • Workshops with (potentially) impacted stakeholders concerning issues surrounding ASM, including good international practice • Consultations with the mining industry, GoT, and business associations on impediments to increasing domestic value added

  7. Strategic Environmental and Social Assessment • Analyzes likely impacts of expanded mining sector (assumes reform successful) • Not an EIA or SIA of a specific mine • Stakeholders identify priority issues • Analyzes ability of existing policies and institutions to manage E&S priorities (e.g. monitoring pollution, resettlement, increasing local benefits), including reactions of vested interests/powerful stakeholders • Makes policy and institutional recommendations on management of E&S impacts

  8. Main Objectives of SESA • Understanding legal and regulatory framework • Environmental and social baseline assessment • Assess current environmental and social performance of mining activities • Develop strategies for improved environmental and social sector performance, including implementation guidance
