Ministry of Civil Affairs • Ministry of Civil Affairs is responsible for: citizenship affairs, registration and records of citizens, protection of personal data, residency, identity documents, passports, vehicle registration process, de-mining. Ministry of Civil Affairs of Bosnia and Herzegovina

Ministry of Civil Affairs • It is also responsible for conducting and carrying out tasks that are within the competence of Bosnia and Herzegovina and which are related to defining basic principles, coordinating activities and harmonizing plans of the Entity authorities and defining strategiesat the international level in the areas of: Ministry of Civil Affairs of Bosnia and Herzegovina

Legal framework • Sports Law (entered into force 1 April 2008) • Amandments – December 2009 (provisions on the status of disabled persons) • The Law also established: • The Sports Council of Bosnia and Herzegovina (highest advisory body of the Ministry, responsible for the development and quality of sport in B&H) • The Anti-Doping Agency of Bosnia and Herzegovina (autonomous administrative organisation – monitoring and implementin intl. sports anti-doping conventions in B&H) Ministry of Civil Affairs of Bosnia and Herzegovina

Legal framework • Important bylaws: • Rules Governing the Keeping of the Register of Legal and Natural Persons in the Field of Sport at the level of Bosnia and Herzegovina • Rules Governing the Classification of Athletes • Decision on Establishing the State Sports Award • Decision on Establishing the Sports Council of Bosnia and Herzegovina Ministry of Civil Affairs of Bosnia and Herzegovina

Legal framework • Sport Development Strategy (2010 – 2014) • Adopted 13 July 2011 by the Parliamentary Assembly of Bosnia and Herzegovina at the proposal of the Council of Ministers • Adopted for a period of 4 years (Olympic cycle) • Sport development programmes will be adopted on the basis of the Strategy • Includes Action Plan and Recommendations Ministry of Civil Affairs of Bosnia and Herzegovina

  15. Financing sport in Bosnia and Herzegovina • Additional funds in 2010: • 300.000,00 KM for national federations (October 2010) • 282.500,00 KM for various sport clubs and athletes TOTAL (STATE LEVEL): 1.882.500,00 KM Ministry of Civil Affairs of Bosnia and Herzegovina

Future plans: Conference of sports minsiters & Strategies • Establish a conference of sports ministers in BiH • Strengthening cooperation between the Ministers responsible for sport at the 3 levels of administrative organization • Preparation of strategies for individual sports • Bearers of activities: sports federations • Determining the condition of sports fields and the development of the same rights in BiH Ministry of Civil Affairs of Bosnia and Herzegovina

Prevention of racism, xenophobia and racial intolerance in sport • Framework for the prevention of racism, xenophobia and racial intolerance in Bosnia and Herzegovina created through: • Anti-Discrimination Law in Bosnia and Herzegovina ("Official Gazette" No. 59/09) - adopted on 23 July 2009 • Law on Gender Equality in Bosnia and Herzegovina ("Official Gazette" No. 16/03) - adopted on 21 May 2003 Ministry of Civil Affairs of Bosnia and Herzegovina

  20. Prevention of racism, xenophobia and racial intolerance in sport • Sports Law defined a special law should define the way and measures to prevent violence and inappropriate behavior at sporting events • The Parliamentary Assembly of Bosnia and Herzegovina in 2009 dismissed the proposal of the Law on the Prevention of spectator violence in Bosnia and Herzegovina Ministry of Civil Affairs of Bosnia and Herzegovina
