ZMPD - Association of International Road Transport Carriers in Poland • > Established in 1957, ZMPD is the nationwide association • of international road transport carriers and the only member of the • IRU in Poland • > 4800 members in 18 regions with 70,000 heavy vehicles • as of 01.06.2012 • > Mission: promotion and support to the road transport • sector and representation of interest of transport • operators in Poland and abroad

ZMPD main activity > Distribution of TIR Carnets and guarantees to international transport of goodswithin the TIR Convention > ZMPD is a major distributor of TIR Carnets in Europe In 2011 over 280.000 Carnetswereissued in Poland – anincrease of over 11 % as compared to 2010 > Approx. 50 % of ourmemberstraveloutside the EU using TIR Carnets (70 % of Carnetscover transport to the CIS countries)

Training of professional drivers in Poland • Obligatory initial training of 34h 20min since 2004 • 25.000 professional drivers trained yearly in 2004 - 2008 • Directive 2003/59/EC transposed in Poland in 2006 • Poland has chosen option of training and test • Accelerated initial training 140 h only since 2010 • CPC Driver – confirmed on a driving licence (licence is exchanged) • Final date for periodic training depends on the date of obtaining driving licence C or D (older drivers are trained first)

Requirements for training centre for professional drivers: • It should be a driving school or to fullfil all requirements for • driving school plus additionally obligatory: a/ Skid –pad and instructors authorized to train on a special terrain or on a certifiied simulator b/ Vehicles equipped with additional switches to disconnect ABS and other auxiliary systems (Training centre can use skid pads owned by other training organizations on the basis of a civil contract )

Initial training program in Poland: • * Initial 280 HRS - as per directive, minimum 4 HRS driving in special conditions (skid pad) or 2 HRS on a simulator • * Accelerated initial 140 HRS – min 2HRS in special conditions or 1HR on a simulator (simulator allowed only since 2010) • * The number of trainees in a classroom not regulated • Written test after the training – organized the by regional authorities • Examination commission – 3 members • Test 30 questions from the central bank of questions approved by the ministry (20 – from general part plus 10 from specific part) – duration 45 min. In order to pass one should answer min 21 questions.

  16. PERIODIC TRAINING IN POLAND • 35 Hours course in one week or in blocks of 7 Hrs – • in practice 98 % of drivers attend one week courses • Training is purely theoretical (no driving, maneuvering, load securing or first aid exercises) • 21 Hrs – obligatory program –a repetition of initial training as per Annex No 1 to the directive • 14 Hrs (2x7) optional modules from the list of 19 • (incl. international transport, transport of animals, road safety, abnormal loads, first aid, load securing, perishable goods, timber transport and oversized loads, transport in tanks)

PERIODIC TRAINING IN POLAND • Maximum number of training hours – 7 hrs per day (duration of one training hour not regulated directly – 45 min. in practice) • No test during or after the training • Multimedia training on a computer is allowed only in a classroom under supervision of the trainer-instructor (distance learning not allowed) • - individual login and access code for each participant • - written test after each module - one may continue training • only after passing this test

PERIODIC TRAINING IN POLAND Final dates for finishing periodic training - cat .C,CE Driving Licence issued before 31.12.80 - 10.09.10 Driving Licence issued 1981 - 1995 - 10.09.11 Driving Licence issued 1996 - 2000 - 10.09.12 Driving Licence issued 2001 - 2005 - 10.09.13 Driving Licence issued 2006 – 10.09.09 - 10.09.14 (categories D, DE - one year earlier)

ACCREDITATION OF TRAINING CENTRES IN POLAND > Training centres are accredited by the regional administration (Voievoda - 16 regions) on the basis of the submitted documentation on facilities, infrastructure, training vehicles, training program and qualifications of trainers > Detailed training program is determined by MoI regulation of April 2010 and is fixed for all centres > Only documentation supplied by centres is verified by the authorities

Comments on implementation of Directive 2003/59 in Poland > We are missing reliable official information and statistics on: the number of vehicles over 3.5 tons used for carriage, the number of professional drivers, the number of training centres, the number of drivers obtaining initial qualification and the number of drivers finishing periodic training. > Polish authorities implemented several regulations which go over minimum requirements of the directive and are very costly for the transport sector (i.e. obliatory training in special conditions, infrastructure (skid pad), additional switches in training vehicles) > Accelerated training was introduced only in 2010

Comments on implementation of Directive 2003/59 in Poland Main problem – lack of public vocational schools for drivers Professional driver is not on a list of professions officially recognized in PL Polish regulation on training of professional drivers was published in July 2008.In the first year after implementation only 1,176 new professional Drivers were trained (12,500 in the first 28 months) In 2012 only 26 students graduated from new secondary technical schools We are facing a big shortage of professional drivers in the coming years Currently only 10,000 new drivers are trained yearly comparing to 25,000 before implementation of the Directive 2003/59/EC

Comments on implementation of Directive 2003/59 in Poland • Periodic training: • > 21 Hrs obligatory module is a repetition of all topics from Annex 1 (and not an updating as required by the Directive) • > Maximum number of drivers in a classroom is not regulated • > Quality of periodic is very low and is deteriorating due to the lack of proper control by local authorities. In practice duration, number of hours and program frequently are not in line with the Directive • Majority of training centres offer so-called e-learning courses without • properly qualified instructors. • (Cost of such training can be as low as 25 EUR)

Comments on implementation of Directive 2003/59 in Poland • Trainers and instructrors: • Driving instructors – obligatory training (128 + 80 Hrs) + examination • Instructors of driving techniques (skid pad or simulator) • no additional training,obligatory examination • Trainers and teachers - no obligatory training. Minimum qualifications not specified by the Polish regulation. • Real qualifications of trainers are not verified by authorities

  24. Comments on implementation of Directive 2003/59 in Poland Lack of real consultations with social partners Suggestions and opinions of social partners are not taken into consideration by the authorities Trade unions in road transport are very weak (non –existing in private micro companies)

  25. HARMONIZATION? Implementation of Directive 2003/59EC is an example of the lack of harmonization in Europe. Directive is interpreted and implemented differently by the national or even regional authorities. We are accredited in three regions in Poland. In one of them officials introduced 12 different additional forms and enclosures which should be filled in and delivered to the accreditation body. Similar situation is in other regions .

Project ToT to FCO European project on training program for instructors delivering periodic training for truck drivers realized in 2009 -2010 Goal: a harmonized training program for instructors in the EU Partners: PROMOTRANS, IRU, ASTIC, ITS and ZMPD Four training modules: technical, pedagogical, methodological and simulator modules developed by Partners and inserted on the internet platform. E-learning program combined with stationary training. Pilot training in Paris: 15 days,seven instructors from Spain and Poland Pilot trainings in Spain and in Poland in 2011

Project ToT to FCO Final version of the training program is available on the IRU website to all training institutes accredited by the IRU Academy Training material can be used for training of instructors and professional drivers - however in Poland it is not allowed to use e-learning during periodic training Some sections of the program are currently used by our instructors in drivers training. Our trainers and instructors find the pedagogical module developed by PROMOTRANS very useful

POLISH ITS PROJECT– FURTHER TRAING OF DRIVING INSTRUCTORS Over 50 % of participants were instructors over 45 yrs old Majority of them worked for micro-enterprises in small towns Participants were very satisfied with the program – specially with the pedagogical module - they would like to participate at similar refreshing courses in the nearest future Source:ITS

Polish Project „Increase of competencies of staff of driving schools” 5000 Participants (ie 100%) finished the course including: 212 instructors - below 25 yrs old 2500 instructors (50%) – over 45 yrs old (Only some of participants are involved in training of the professional drivers) Source :ITS

How to train professional drivers? * Training program and material should concentrate on the updating of knowledge and information * Program should be adjusted to competencies of adult drivers * It is recommended to get students involved in training (active participation) * Trainers should use different techniques and methods of training - including practical demonstration and exercises, brain storm etc * It is recommended to use several trainers on one course * It is recommended to evaluate partipants during the course

Recommendations on the harmonization of training of • professional drivers in the EU • Need of reliable official statistical data on : number of vehicles, professional drivers,training centres, initial qualification obtained and periodic training finished • Establishing a system of public vocational schools for professional drivers • Financing of periodic training • Harmonized requirements on infrastructure, training facilities and training vehicles used by training centres

  33. Recommendations on the harmonization of training of professional drivers in the EU • Harmonized minimum qualifications of trainers and teachers • Obligatory training and retraining of trainers and instructors • Harmonized program for periodic training including obligatory practical exercises (eco-driving, load securing, first aid etc) • Maximum number of students in a classroom • Regular controls of training centres • Regular consultations with social partners and updating of training materials
