  4. Sequence of Events 9-22-03 • 1110 hr: School Security advises police dispatch of a student with a gun. Shots fired in room 305. • 1113 hr: First SPD units arrive on scene. • 1114 hr: Fire alarm activated by school staff. Fire Dept. (SFD) dispatched. • 1117 hr: School evacuation begins, student evacuation area is 3rd Ave.

Sequence of Events 9-22-03 cont. • 1117 hr: Primary radio frequency restricted; officers enter school. • 1119 hr: Removing of citizens from school perimeter. • 1121 hr: Officers request SFD to turn off fire alarm. • 1131 hr: WSP requested to shut down I-90. • 1132 hr: WSP acknowledge request. • 1133 hr: DOT advised of request to shut down I-90.

Sequence of Events 9-22-03 cont. • 1134 hr: AMR (Ambulance) requested to respond and stand-by. • 1136 hr: SWAT call-out confirmed. • 1137 hr: City Street Dept. barricades requested to shut off city streets. • 1139 hr: DOT acknowledge request. • 1140 hr: Hostage Negotiators paged. • 1142 hr: City barricades dispatched and en route. • 1145 hr: WSP en route to shut down I-90.

Sequence of Events 9-22-03 cont. • 1147 hr: School Evacuation complete (we thought). • 1150 hr: Officer locates a teacher and handicapped student self-barricaded in a room. • 1153 hr: Teacher and student evacuated. • 1200 hr: Avista requested to turn off natural gas in school. • 1200 hr: SFD requested to bring in exhaust fans to 3rd floor of school.

Sequence of Events 9-22-03 cont. • 1201 hr: Second request for SFD to turn off fire alarm. • 1201 hr: Avista dispatched and en route. • 1206 hr: School Rapid Responder mapping and resource computer en route. • 1207 hr: Temporary Command Post moved to L.C. Field House. • 1211 hr: School janitor requested to shut off building lights. • 1211 hr: Second request for SFD exhaust fans.

Sequence of Events 9-22-03 cont. • 1215 hr: Gas is shut off (we thought). • 1217: Specific directions given for SFD fan delivery. • 1218 hr: SFD exhaust fans are delivered and on. • 1220 hr: Suspect requesting matches or lighter from negotiators. • 1222 hr: Avista advises they are approaching school from the south. • 1234 hr: Disorderly suspect arrested on school perimeter. Transport car requested. • 1234 hr: 15-school buses confirmed on 3rd Ave.

Sequence of Events 9-22-03 cont. • 1235 hr: Confirmation of school evacuation. • 1243 hr: School gas shut off confirmed by Avista. • 1243 hr: Traffic Officer advises four blocks of buses on 3rd Ave. that need to be moved. • 1245 hr: Shots Fired. • 1246 hr: Medics requested. • 1247 hr: Medics en route. • 1248 hr: Medics on scene at main school doors.

Sequence of Events 9-22-03 cont. • 1248 hr: Officer Involved Fatal Incident Investigative Protocol initiated, SCSO requested. • 1249 hr: Ambulance dispatched to main school doors. • 1250 hr: Suspect in custody, no officers injured. • 1250 hr: CP requests Police Dispatch to have I-90 opened. • 1251 hr: WSP confirms notification to open I-90. • 1254 hr: Mobile Command Post arrives on scene.

Sequence of Events 9-22-03 cont. • 1257 hr: SCSO notified to respond to scene per Investigative Protocol. • 1300 hr: County Prosecutor notified. • 1301 hr: AMR en route to SHMC with suspect. • 1302 hr: City Risk Management called. • 1313 hr: Deaconess Hospital notified they can move patients back to north & east rooms. • 1340 hr: County IDENT (crime scene unit) on scene.

  18. Sequence of Events 9-22-03 cont. • 1348 hr: Primary radio frequency unrestricted. • 1352 hr: PAT requested. • 1432 hr: Incident Command Post closed, Investigative CP is operational. • 1838 hr: Outer perimeter secured. • 2057 hr: Investigative CP closed.
