SLIDE 2 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT (1 OF 14). • Potential for improvement in economy far bigger than apparent from monthly Labour Force Survey figures • Key requirement: sufficient jobs relative to numbers of people wanting/needing work • Additional requirement: jobs must not involve under-employment • Additional requirement: adequate access to retraining both on the job and by other means, for everybody needingnew skill sets to match job market needs. • First step to solution of the problems: RECOGNITION OF THEIR TRUE SIZE AND CHARACTER. Why important? • Maximise individuals’ contributions both to the economy in general and to the tax base. • Less need “at source” in future for spending on social programs - because fewer people in need relative to size of the general population. • Free up additional funds for other public services e.g. education, health care, military

Why such a big problem for decades past? • Information from Statistics Canada reported in the media incomplete and incorrectly analysed • Why? Statistics Canada apparently working to specifications no longer appropriate • Specifications apparently focussed on needs stated by government and industry clients - but with no APPARENT input from organised labour, orgs helping/trying to help unemployed people, general public • Problem “creep” over decades:- (a) big increases in the incidence of casual work (b) short term contracts (c) longer spells of unemployment between contracts (d) increasing under-employment (e) decrease in full time jobs relative to needs/wants

Serious instances of mis-information from other sources concerning certain localised unemployment and under-employment problems. Example, in the NCR: • Ottawa’s high tech unemployment problem from early 2001 onwards • Thousands of layoffs at Nortel, JDS Uniphase and other local companies • Appearances fabricated subsequently that problem had been solved, but this contradicted reality

SLIDE 5 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (4 OF 14) “OTTAWA’S HIDDEN WORKFORCE” REPORT OF FALL 1998, which was preceded by Statistics Canada’s report of November 1992, “Survey of Persons Not in the Labour Force”, concerning the whole country. Based on “Ottawa’s Hidden Workforce”, for Ottawa C.M.A. (part of the NCR) :- (a) Average “official” unemployment rate for 1997 was 100 x 38,800/442,500 i.e. 8.8% (b) But in addition over 2 x this number – 80,500 - classified “NILF” but actually needing/wanting jobs (c) 25,000 said to be under-employed out of 403,700 classified as “Employed” (“not a huge problem” compared with what we are seeing in 2015, but current information incomplete) (See next slide)

SLIDE 7 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (6 OF 14) Alternative way to present “Ottawa’s Hidden Workforce” main findings:- The figure of 771,900 for the total population of the Ottawa C.M.A. in 1997 came from another source and was not quoted in “Ottawa’s Hidden Workforce”.

SLIDE 8 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (7 OF 14) What the foregoing might mean for the whole country (reference January 2006):- Left hand diagram on next slide: what’s typically highlighted in monthly Labour Force Survey. Green park land with the usual “small” amount of pollution from the usual sources Right hand diagram on next slide: a slightly better portrayal of the truth. More like the contents of certain waste disposal systems. Note heavy “pollution” of “employed” number by under-employment or over-work. Based partly on “Work Hours Instability in Canada” by Statistics Canada, March 2006.

SLIDE 9 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (8 OF 14) “Ottawa Sun” newspaper report of March 30th 2006:- “… a five-year survey by Statistics Canada suggests that only one in three Canadians aged 25 to 54 have jobs that fall into the category of "standard" full-time work….“– meaning 34 to 46 hours per week. (Actual figure from the report is 35.4% - as opposed to “one third”)

SLIDE 10 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (9 OF 14) Extract from typical newspaper report:- Reference: “The Ottawa Citizen”, April 22, 2004:- This article applied to Canada as a whole - but its assertions about the people referred to did not and do not exclude people the NCR, in the absence of any proof to the contrary. ---------------- “Older workers more secure, but harder to re-employ Long-term unemployment down from early '90s high, Statistics Canada says”  Quote: “The report says the number might understate the actual level of long-term unemployment among older workers because, after a year or more of being out of work, some may give up looking for jobs and drop out of the labour force.“ End of quote ---------------- AS USUAL, NO SURVEY RESULTS REPORTED TO JUSTIFY APPLYING SUCH LABELS TO THE PEOPLE AFFECTED.

SLIDE 12 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (11 OF 14) Also, what NOBODY was considering:- - until THIS:- Reference: “Life After the High-tech Downturn: Permanent Layoffs and Earnings Losses of Displaced Workers”, Statistics Canada, July 20th 2007 Quote from the Abstract:- “…Among laid-off high-tech workers who found a new job, about four out of five did not locate employment in high-tech…. about two in five laid-off high-tech workers left the city…” End of quote

SLIDE 13 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (12 OF 14) Example from June 2005 of what was previously happening – all because of bad information and analysis being given out in public:- Seehttps://groups.yahoo.com/neo/groups/OttawaHiTech/conversations/messages/5626 Quote:- “TECH EMPLOYMENT FIGURES INFLATED, SAYS STUDYCBC NEWS - There are far fewer people working in Ottawa's high-tech sector than the city's economic development agency suggests, concludes a new study out of Carleton University.” (The said report was titled, “Steering on Black Ice”)

  14. SLIDE 14 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – CONTINUED (13 OF 14) SOME EFFECTS OF MIS-GUIDED IMMIGRATION POLICIES From Paul Martin, P. Eng. (Ontario) – supply vs. demand for engineers in Canada:- Skilled IT Worker Shortage a Major Concern April 04, 2008 article by Tess van Straaten in the periodical, “Business Edge”. No admissionof numbers of people in Canada out of work or any need for any retraining in this article - or any of the information sources for it. Engineers’ problem with getting work in Canada not in fact unique to engineers. Many other manifestations of trouble going back decades. Examples:- (1) Article in “The Star” newspaper Jan 13th 2006 by Haroon Siddiqui, “Immigrants subsidize us by $55 billion per year”. (2) November 2005 video about old www.notcanada.com website:- Reference: https://www.youtube.com/watch?v=aCqMWgzaJUI Key points for immigrants: no jobs, lives and finances ruined, rampant discrimination

  15. SLIDE 15 1 – JOBS, THE ECONOMY, RETRAINING AND UNEMPLOYMENT – LAST SLIDE (14 OF 14) SOLUTIONS DEPEND ON:- 1. Economic development based on sufficient and satisfactory jobs relative to need. Everybody must be motivated to work on solutions. 2. Satisfactory access to retraining. Current federal E.I. – related rules and provincial social-assistance-related rules require substantial changes. Expected Return on Investment (R.O.I.) critical to success. 3. In news reports, stop classifying some people as “…dropped out of the labour force…” or “…given up looking for work…”. 4. In news reports and elsewhere, emphasise importance of getting best value for money from people, employed or not. Business leaders and others must stop practices aimed at cheapening people and procuring cheap labour. Immigration policies must be adapted accordingly.

Betty Unger.

On October 4, Evan Vokes received a 'Special Award for Whistleblowing' from the Council of Canadians at this year's annual conference in Hamilton.

Between 2008 and 2013, more than 99.999percent of oil transported via federally regulated pipelines was carried out safely.” ---------------------------------------------------------------------------------- QUESTION: What are the Harper government and Trans/Canada Pipelines Inc. doing to compensate Evan Vokes and offer him his job back?

  19. SLIDE 19 2 – CORRUPTION IN BUSINESS AND TREATMENT OF WHISTLEBLOWERS. Reference: www.exposethismuck.com/SAMART1.htm SNC-LAVALIN INC. – A TALE OF CORRUPTION IN BIG BUSINESS AND COVER UPS By: Robert T. Chisholm Date: November 24th, 2013  Lack of action to expose this sort of thing - and expunge the corruption in business involved - serves merely to enforce the defeatism and defeatist attitudes that the current Canadian Prime Minister - Stephen Harper – is known to object to. It also works against the “hope and hard work” philosophy advocated by Liberal Party leader Justin Trudeau.

SLIDE 20 2 – CORRUPTION IN BUSINESS AND TREATMENT OF WHISTLEBLOWERS. 3 – ATTITUDES IN GENERAL Hundreds more “whistleblower” cases – involving corporate wrongdoing - reported in the mainstream media. But mainstream media selectively and arbitrarily suppresses or ignores others. Don’t tell US what “…can’t be done because of the legislation…” or some such. Why? See next slide

  22. SLIDE 22 2 – CORRUPTION IN BUSINESS AND TREATMENT OF WHISTLEBLOWERS. 3 – ATTITUDES IN GENERAL NO EXCUSE FOR OBFUSCATION AND COVER-UPS! Solutions:- (a) Effective whistleblower protection legislation at both federal and provincial level (b) As a backup, more resources for mainstream media (such as the CBC) to investigate and report cases that still occur.

  23. SLIDE 23 3 – ATTITUDES IN GENERAL SPECULATION BASED ON “ENDLESSLY-ESCALATING” REAL ESTATE VALUES. The comments here apply to the NCR and everywhere else in Canada. • You cannot rely just on stimulating the housing market to stimulate the economy as a whole. • Stimulating the housing market will help to create jobs only in the industries that cater directly to it • It will do nothing for stimulating the exports on which Canada depends. • Not everybody - in any national workforce - can work on designing and building houses and other types of residences. • Assumptions about “endlessly-escalating” real estate values not valid unless constantly supported by jobs being created in ----other parts of the economy • Solution: better public education about what actually drives economic development leading to creation of jobs.
