    1. PRESENTATION TO THE PORTFOLIO COMMITTEE CBE PROGRESS REPORT AS AT THE END OF 2ND QUARTER OF 2011/12 FINANCIAL YEAR 08 NOVEMBER 2011

    3. Highlights as at the end of second quarter Completion of Identification of Work (IDoW) draft regulations for three Councils (CBE, SACLAP and SACPCMP). The target for the year is to complete 4 IDoW draft regulations Submission of 2 IDoW exemption applications to the Competition Commission -(SACPCMP and SACLAP). The target for the year is to submit 4 IDoW exemption applications. Submission of the Policy Position Papers on CPD, SGB and Recognition of New Professions to the Minister for consideration and approval 2012 Business Planning session held successfully and submission made to the DPW Overall spending against budget progressing well (we had planned to spend R13.2 million by the end of the second quarter and we spent R12 million - 10% variance)

    4. Opportunities Reducing turn-around times for approval of policies by Council. Feedback on policy position papers and various other CBE documents that have been submitted to the Ministry for consideration and approval Interdepartmental synergies that can facilitate the work of the CBE.

    5. Programme Summary The CBE experienced some challenges in the first quarter, mainly due to late approval of the business plan but the second quarter represents a significant improvement compared to the first quarter Under programme 1 Administration Implementation of the recommendations of the previous stakeholder survey is progressing well Implementation of the recommendations of AGSA is on track. Operational Risk assessment was done as planned. However we are experiencing challenges regarding implementation of the quality management system Programme 2 Skills Academy Monitoring visits to students were conducted as planned Policy position papers on CPD and SGB submitted to Minister as planned Programme 3 Centre for Innovation and Excellence Establishment databases is progressing well However, targets on Communities of Practice (COPs) are likely to be missed. Programme 4 Public Interest CBE ahead of its targets regarding the IDoW draft regulations (draft regulations for 3 Councils done) Applications for exemptions to Competition Commission were submitted as planned Draft appeals regulations were done approved by CBE Council

Changes in the Risk View Significant risks Inability to fully execute the mandate given to the CBE by the State Non-compliance with the legislation with regard to the appeals process Unforeseen Expenditure Reduced Risks Completion of CBE strategic planning process CBE Strategic and Business plan now complies with regulations from the National Treasury

    14. Reports of Professional Councils Turnaround times regarding the finalisation of disciplinary cases at professional councils is an area that needs some attention Resource constraints are the main reason for slow finalisation of cases Transformation still remains a challenge Implementation of CPD is progressing well across the six professions those PCs that reported, over 65% of their registered professionals comply with CPD.
