Thailand National Single Window (Roles & Participants) Electronic document Exchange Service • Document exchange between Government agencies (G2G) via Government Information Network (GIN) supported by MICT. • Data exchange between Government and Private sectors (G2B) via VAN/VAS providers. • Data exchange between Business Sectors (B2B) via VAN/VAS providers.

Participants/Clients • 40 Government agencies. • 125,000 traders (Importer, Exporter, Customs brokers, Freight forwarders, Shipping lines, Air lines, Sea ports, Airports, Logistics service providers, Banks, etc…). • Others (ASEAN Member States and other countries).

  7. The Progress of Thailand NSW • MOU on the Electronic Data Integration for Importation, Exportation, Transit and Logistics was signed between the Thai Customs Department and 14 government agencies.

Electronic Transactions Act B.E. 2544 (2001) • Section 35 An application, permission, registration, administrative order, payment, notification or any legal action taken against or by a State agency shall, if made in the form of data message in accordance with the rules and procedures prescribed by the Royal Decree, be governed by this Act and shall have the same legal effect as those undertaken in accordance with the rules and procedures provided by law governing such particular matter.

The Progress of ASW Pilot Project (Thailand) • At present, The Pilot Project between Thailand NSW and other 6 ASEAN Member States’ NSW is to link ATIGA Form D and ASEAN Customs Declaration Document (ACDD) and follows 3 steps below; • Step 1 Setting up TOR for ASW Pilot Project. • Step 2 Providing Computer system linking ASEAN Member States’ NSW. • Step 3 Evaluating the ASW Pilot Project after finishing 2nd step.

  16. Progress on the development of The ASEAN Single Window. • The Working Group on Technical Matters on ASW (TWG). • The Working Group on Legal and Regulatory Matters for the ASW (LWG).

Progress on the development of The ASEAN Single Window. • The Legal Framework Agreement for the ASEAN Single Window is in the drafting stage by ASEAN Member States. • We may call “PROTOCOL ON THE LEGAL FRAMEWORK TO THE IMPREMENT THE ASEAN SINGLE WINDOW.” • The 19th Meeting of the working Group on Legal and Regulatory matters for the ASEAN Single Window (LWG) was held at 12 – 14 June, 2013 in Lao PDR.
