  2. 2035 Surface Transportation Plan ~ An Overview • VTrans: The POLICY foundation for transportation priorities • Surface Transportation Plan: Provides recommendations to support the VTrans2035 goals • December 2008 - Secretary of Transportation directed VDOT and DRPT to coordinate the development of a Surface Transportation Plan that: • includes highway, transit, TDM and rail recommendations • identifies concurrent recommendations • improves the coordination of recommendations • Recommendations support VTrans2035 goals and corridor strategies

  4. 2035 Virginia Surface Transportation Plan ~ Purpose • The VSTP represents recommendations from state agency planning staff to the Secretary of Transportation (no action required) • VDOT • Provides VDOT with a list of identified needs on state maintained roadways based on performance measures including safety and congestion • Used to assist decision makers in identifying recommendations for projects for SYIP • DRPT • Provides DRPT with a Statewide Public Transportation Plan that links transit, TDM, ITS, and human service capital and operating requirements with programming state and federal funds • Provides DRPT with a solid foundation to efficiently and effectively invest in the growing, diverse, and dynamic need and demand for public transportation throughout the Commonwealth

Surface Transportation Plan ~ Public Transportation Element • Support Virginia’s Existing Transit Service: Achieve and Maintain Virginia’s Transit Assets in a State of Good Repair (SGR): • Plan for the operating cost of the existing transit service with state operating assistance • Commit to an ongoing investment to address the existing SGR backlog and then maintain the transit assets in a SGR • Expand Transit Capacity Statewide • Expand transit capacity to meet the needs of a growing economy and population • Add economic lifeline service to areas that currently do not provide service and in areas that do not provide sufficient service • Expand Transportation Demand Management (TDM) and human service programs • Implement an ongoing investment in Intelligent Transportation Systems • Invest in Major Capital Projects • Assist in managing congestion in large urban areas • Study, plan and construct rapid transit capital projects in rapidly growing areas that have the land use characteristics to support a major capital investment

  7. 2035 Virginia Surface Transportation Plan ~ Highway Element • 2035 highway planning efforts focus on highway system of statewide significance - Statewide Mobility System • Routes comprised from: • National Highway System (NHS) • Strategic Highway Network (STRAHNET) • STRAHNET connectors • Intermodal connectors • Hurricane evacuation routes • Multilane primaries that provide regional connectivity • Other primaries that serve as vital links between jurisdictions • Typically routes that support high-speed, long distance travel and permit inter-regional connectivity • Although the SMS is comprised of just 8% of Virginia’s highway miles, it accounts for 66% of all vehicle miles traveled on the Commonwealth’s highway system

  8. 2035 Virginia Surface Transportation Plan ~ Highway Needs Assessment • Highway Needs Assessment required by Code of VA (§33.1-23.03) • Safety/crash data • Identified locations with high crash rates/fatalities • Virginia ranked 12th safest highway system • Pavement condition • Interstate: 20.1% deficient (18%) • Primary: 24.3% deficient (18%) • Secondary: 31.1% deficient • Structure condition • 8.4% structurally deficient (8%) • In the next 20 years, % of structures 50 years or older will double from 34% to 71% • Level of Service, capacity analysis • From 1987 – 2008 VMT doubled while lane miles only increased by 8% Crash Analysis Heat Map

  10. 2035 Virginia Surface Transportation Plan ~ Highway Recommendations Development • List of capacity solutions generated through HCM+ analysis served as starting point • Reviewed MPO Constrained Long Range Plans/Rural Long Range Plans/Local Comprehensive Plans for existing recommendations in target locations • Highway • Bike/Ped • Park and Ride • Identified opportunities for low-cost improvements through VDOT’s Short Term Affordable Roadway Solutions (STARS) program • Coordinated with VDOT’s Operations and Securities Division to identify locations appropriate for operational or ITS solutions • Draft recommendations were submitted to MPOs and PDCs throughout the state for review

  11. 2035 Virginia Surface Transportation Plan ~ Highway Recommendations • Recommendations Address: • Safety • Geometric Deficiencies • Crash Density • Pavement and Structure Condition • Congestion • Including: • Recommendations to existing facilities • Capacity Expansion • Transportation Demand Management (HOV, Bike/Ped, etc.) • Operations/ITS • New alignments • Spot Improvements – interchanges, intersections, turn lanes, etc. • Other improvements – access management, CD access lanes, re-striping, etc. • Park and Ride lots • Recommendations can be used to identify areas for potential public private partnership projects (PPP)

  12. 2035 Virginia Surface Transportation Plan ~ Public Outreach • Piggybacked on VTrans2035 Public Outreach efforts • Series of public meetings held throughout the state • Virtual Open House held online concurrently with public meetings • Received comments from the eastern shore to the coalfields of western Virginia • Draft Plan: Additional 45-day public comment period • Notified all MPOs and PDCs of opportunity to comment • Issued press releases • Received print and television media coverage across the state • All on-line materials were converted to screen reader compatible format for increased accessibility • Plan revisions resulting from public comments: • Recommendations modified • Information clarified

  16. 2035 Virginia Surface Transportation Plan ~ Take Aways • The 2035 VSTP identifies concurrent multimodal solutions. Will allow for early coordination of transit, rail and highway recommendations, will help minimize questions in the project planning process. • Recognizes that “one-size” does not fit all; Offers a range of solutions to transportation problems. Assists with maximizing the ability of Virginia’s existing transportation system in a period of limited capital improvements. • Establishes performance measures to assess impacts of transportation improvements. • Having information presented in an easy to understand format will encourage participation from stakeholders and citizens.
