  2. General Population Sheltering2011 Hurricane Season Planning Each year, the need to increase the number of hurricane evacuation shelters becomes more critical as coastal communities continue to grow and thousands of evacuees seek a place of safety in sheltering jurisdictions across Texas.

General Population Sheltering2011 Hurricane Shelter Planning To meet the mass care needs of evacuating communities, the State of Texas Hurricane Shelter Plan was developed with the support of local jurisdictions and includes a statewide network of Shelter Hubs and Point to Point Sheltering communities. The State Hurricane Shelter Plan provides an organized approach to shelter coastal evacuees in inland sheltering communities located along state evacuation routes.

General Population Sheltering2011 Hurricane Season Planning Shelter Hub defined… A pre-designated city that provides evacuees the security of a safe-haven in a metropolitan area that has adequate infrastructure with commercial resources and services to provide individual sheltering in hotels or congregate sheltering in public facilities to support massive coastal evacuations. Shelter Hubs are designed for general population, self-evacuating individuals.

  5. General Population Sheltering2011 Hurricane Season Planning Requests for Shelter Hub activation will come from the State Operations Center and coordinated with local jurisdictions. Requests for Shelter Hub activation will be confirmed on a 213 RR. Hurricane severity and forecasted track will determine which Shelter Hubs are activated.

General Population Sheltering2011 Hurricane Season Planning Point to Point Shelters… PTP shelters are coordinated through an agreement between an evacuating jurisdiction and a sheltering jurisdiction. PTP shelters are pre-identified and reserved for evacuees traveling on state or local transportation. PTP Shelters locations are not announced to the general public that are self-evacuating in private vehicles.

General Population Sheltering 2011 Hurricane Season Planning The Mass Care ESF is intended to supplement the State of Texas Emergency Management Plan with mass care operations through coordination with state agencies, voluntary organizations and private sector partners in order to respond to a disaster event or catastrophic incident.

General Population Sheltering2011 Hurricane Season Planning Mass Care defined… meeting basic human needs by providing resources and support services to include shelter, food, water, clothes, medical care, crisis counseling, emotional and spiritual care and other essential life supporting requirements as necessary to meet the immediate needs of disaster survivors or emergency response workers. This definition will now change to reflect FNSS guidance.

Red Cross General Population Shelters • Red Cross Shelters / FNSS Integration • All evacuees staying in a Red Cross shelter must register • Registration will be conducted by individual and/or Head of family • unit to identify individual needs of all shelter residents. • During the registration process individuals with functional and • access needs will be identified and followed up with ARC • Health Services to address those needs through service provision • or referrals • An evacuees’ functional and / or access needs may require reasonable • modifications and enhancements to services provided by ARC • or partner agencies.

This includes: • Reasonable modification to policies, practices, and procedures • Durable medical equipment (DME) • Consumable medical supplies (CMS) • Personal assistance services (PAS) • Other goods and services as needed
