Discover strategies to enhance the Public Participation Process (PPP) in regional planning, focusing on maximizing efficiency without losing essential requirements. Learn about SACOG's model for classifying amendments into five types, where public review periods can be as short as 7 days. Types include Administrative Modifications and Formal Amendments involving funding changes or conformity determinations. Implement changes effectively by engaging stakeholders and utilizing grouped project listings. This guide is essential for agencies looking to improve their public participation processes.

The Current PPP Process • Maximizing efficiency • Meeting requirements without excess procedure
Identifyingwhere the PPP can be streamlined • Shortening amendment time • Appropriate length of public review period
SACOG’s Example • Public review period can often be as little as 7 days • SACOG model separates amendments into 5 types
Type 1: Administrative Modification • No public review period required • Requires only manager approval
Type 2: Formal Amendment due to Funding Changes • Funding change is greater than allowed per Caltrans’ administrative procedures. • Public review period required is 7 days • Requires manager approval only
Type 3: Formal Amendments of Exempt Projects Amendment of an exempt or non-capacity increasing project • e.g., add/delete exempt or non-regionally significant project or project phases to/from the FTIP. • Public review period is 7 days • Requires manager approval only
Type 4: Formal Amendment requiring a conformity determination • These amendments require conformity determination but rely on a previous Regional Emissions Analysis • Public review period is 7 days • Public hearing is required • Require Board approval
Type 5: Formal Amendment requiring a conformity determination and new Regional Emissions Analysis • Public review period is 30 days • Requires a public hearing • Requires Board approval
Interagency Consultation • Circulate preliminary draft • Federal and state agencies • Keep in touch with stakeholders
Implementing Change • Amend your PPP (following public outreach requirements) • Decide on a spectrum of options with varying public review • Delegate approval as much as possible • Decide what works best for your region • Take advantage of Grouped Project Listings
Possible Conflicts with Streamlining the PPP • Board won’t delegate power • Agency’s TIP history • Level of difficulty in amending the PPP
