Phase 1 Update All Information presented is preliminary and subject to revision • Package 1 (Right-of-Way Acquisitions) – Approximately 75% complete; $20 - $30 million • Package 2A(Tortoise Fencing/Plant Salvaging) – Contract awarded to LV Paving in Nov 2012; Construction began 1/7/13; Contract duration 140 working days (approx 7 months) $1.5 million • Package 2B(Frontage Road/Utility Relocations) – Plans ready to advertise; possible award summer 2013; construction duration approximately 12-18 months $20 - $22 million • Package 3 (Mainline from Foothills Grade Separation to RR Pass Interchange) – Roadway plans 90% designed; bridge structures 60% designed; Doc date 10/2/14; Construction NTP Spring 2015 with duration approximately 18-24 months $45 - $52 million • Package 4 (Mainline from RR Pass Interchange to US 95) – Roadway plans 90% designed; bridge structures 60% designed; Doc date TBD; Construction TBD $25 - $32 million • Package 5(Mainline/RR Bridge) – Would prefer this be built with Package 3; Design at 60%; Doc date TBD; • Construction NTP TBD $2 - $3 million

Senate Bill 506 • The 2011 Nevada Legislature approved Senate Bill 506 authorizing the Regional Transportation Commission of Southern Nevada (RTC) to enter into one or more Public-Private Partnerships to design, construct, finance, operate or maintain a toll road demonstration project for the Boulder City Bypass • If implemented, Phase 2 of the Boulder City Bypass would be the tolled segment of the project

Tolling Concept • 44% of potential bypass through traffic is expected to use a tolled bypass • Tolls would be used to offset part of the cost of construction, operation and maintenance • The RTC is examining public-private partnerships as a means to design, build, finance, develop, operate or maintain the bypass

Environmental Impact of Tolling the Boulder City Bypass • Tolling Phase 2 of the Bypass would result in no significant adverse impacts to the human or natural environment • 44% of potential Bypass through traffic is expected to use a tolled Bypass • Does a tolled Bypass still meet the original purpose and need of the project? • A new tolled Bypass would still eliminate traffic performance and safety concerns associated with the existing signalized intersection at Railroad Pass • A new tolled Bypass would still serve to eliminate the numerous roadway deficiencies of existing US 93 • A new tolled Bypass still increases safety and reduces congestion by reducing the overall number of vehicles through Boulder City and by removing most through heavy truck traffic • Tolling is not expected to deter commercial through • traffic from the Bypass keeping US 93 a vital • system link in the CANAMEX Corridor

What’s Next? • FHWA, NDOT, and RTC will evaluate comments from this meeting submitted by the public, agencies, and other interested parties. • FHWA and NDOT will consider comments as they proceed with review and approval of the findings of the current re-evaluation of the 2005 FEIS and Record of Decision • RTC will continue assessing the potential of a public private partnership for the Boulder City Bypass project
