  3. Background • Department issues multiple contracts of similar scope in close proximity to each other • Budget constraints at the end of fiscal year can be troublesome • Maintenance projects vs. Construction projects creates gaps

  4. How would this work? • Contract would include: • Specific Period of the Contract • Minimum and Maximum Quantity of work • General scope, nature, complexity and purpose of work • Procedures Department will utilize for additional work beyond minimum

  5. How would this work? • Initial Bid accepted based on low bid • Quantity limits may be based on number of units or dollar values • After minimum contract amount of work is completed, contractor must provide additional quantities, not to exceed the maximum contract amount

  6. Benefits • Combining contracts • Reduced lettings and simplified contract administration • Open Contract • Reduces time between need and delivery of projects • Design Control • Department retains control of design, with Contractor input

  7. Benefits • Budget • Can be used to control spending at end of fiscal year or project budget • Contractor Performance • May receive higher level of quality and service than required with opportunity of more work assigned above minimum, but below maximum • Reduced Design Cost • One detailed plan and specs to perform multiple projects

  8. Drawbacks • New Method • Need to educate contractors on method • Culture • New process for Department Staff, Consultants and Contractors • Transparency • Perception of favoritism once low bid is selected, based on amount of work commisioned
