Plaza O'Higgins Plaza victoria Pensando en la rentabilidad del proyecto, y sin considerar los alcances en cuanto al impacto de intervenir el subsuelo del centro y de arrasar especies arbóreas que conforman uno de los importantes puntos verdes ubicados en el plan de la ciudad. Las plazas de valparaiso son espacios públicos de reunión y de conservación de especies arbóreas centenarias de gran magnitud, con profundas raíces que sin duda se pondrán en riesgo debido ha este proyecto. En terminos urbanos se pregunta como se conectaran los estacionamientos con vías expeditas que no generen más tráfico y congestión para entrar y salir.de dichos estacionamientos. Sobre todo la plaza O` Higgins las dinámicas sociales que se dan allí
