DHS T&E/Standards Goals Consistent with the Homeland Security Act of 2002 and HSPD 8 • Develop and institute T&E policy that is centrally managed and is uniformly implemented across DHS. • Integrate, coordinate, and optimize public and private sector T&E infrastructure to meet current and future technology development thrusts areas. • Establish and implement streamlined procedures and infrastructures for the ongoing development and adoption of appropriate standards and evaluation methods for homeland security technologies. • Develop and implement an overarching strategy for the qualification and certification of technologies and accreditation of facilities and programs.

DHS T&E Philosophy • T&E is integral part of Acquisition Process “Systems Engineering” • T&E is part of & critical to the Acquisition Life Cycle • Product Acquisition should build in adequate T&E to ensure product perform to spec. as part of producing a high quality cost effective product • Products must be useable by the intended “user community” • T&E Policy & Processes will be focused on: • Appropriate oversight policy & processes • Reviewing Acquisition & Life Cycle Plans to ensure above is being done • Validating product prototyping, demonstrations and T&E efforts • Perform to Spec. • Useable by intended “user community”

DHS Standards • DHS lacks statutory authority to issue standards except in limited legacy programs such as • – US Coast Guard marine safety equipment • Public Law 104-113 (1995) - Directs that agencies will use voluntary consensus standards • DHS Office of Standards leverages the expertise and resources of NIST and other agencies to develop voluntary consensus standards • Private Sector Standards Development (ANSI) • Interagency Standards Coordination (ICSP) • Intra-agency Standards Coordination (DHS Standards Council)

DHS Office of Standards Projects Highlights: • Personal Protective Equipment (PASS) (NFPA, NIOSH) • Urban search & rescue robots (ASTM) • Explosives detection (ASTM) • Biometrics (INCITS) • Chemical agent detectors (ASTM) • Biological agent detectors (AOAC) • Incident Management Standards (NFPA)

Explosives National Standards for X-Ray and Gamma-Ray Security Screening Systems Standards did not exist across the previously disparate agencies related to the technical performance of x-ray security screening systems used for detection of bulk explosives as well as other threat and illicit materials. • Provides: • Comprehensive suite of national standards: • image quality tests • security screening technology For (checkpoint, checked luggage, vehicle, cargo, and body screening). In FY 2006: • Produced comprehensive draftstandards through a consensus process. • Checkpoint Cabinet X-Ray (ANSI N42.44), • Image Quality of X-Ray (ANSI N42.45), • Imaging Performance of X-Ray and Gamma-Ray for Cargo, Vehicle and Human Screening (ANSI N42.46), (ANSI N42.47).

Personal Protective Equipment Personal Alert Safety Systems (PASS) • Today, emergency responders carry items such as, • hand-held radios, • Personal Alert Safety Systems (PASS), • infrared cameras and etc.. • into fire environments. • Provides: • The necessary scientific foundation to enable standards organizations such as the NFPA to develop or revise standards for Personal Alert Safety Systems for Fire Fighters In FY 2006: • Identification of a failure mode for PASS at high temperatures to unacceptably low levels led to the development of revised NFPA standards.

Biometrics Standards Projects Multimodal Biometric Application Resource Kit MBARK Most biometric systems rely on a single distinguishing physical characteristic—such as a fingerprint—for authenticating identity. But most biometric equipment is not interoperable • Provides: • Standardized, flexible middleware package that will enable organizations to plug in sensors from different manufacturers, saving dollars and time. • Several sources of information, including fingerprint, face and iris data. In FY 2006: • Version of MBARK was made available to the general public. • Particular focus was given to the use of MBARK as a platform for a variety of usability studies, as well as a foundation to help develop standards and tests for biometric system interoperability.

Personal Protective Equipment Urban Search & Rescue Robots Emerging robotic technologies augment the effectiveness of responders and significantly reduce the risks they face when taking action after disasters. • Provides: • Operational protocols, and performance test standards • Mobility • Sensing • Navigation • Communication and integration into operational caches, and human-system interaction In FY 2006: • Major events were held at FEMA USAR training facilities that brought together responders with 41 different robots, spanning aerial, ground, wall-climbing, and aquatic, in Texas and Maryland. • Work started within the selected standards organization (ASTM International).

Sampling Suspicious Powders Sampling of Suspicious Powders Suspected of Being Biological Agents • (GAO-05-251) report, argued the need for validated methods in all areas of sampling when contamination is suspected. • - Anthrax Detection: “Agencies Need to Validate Sampling Activities in Order to Increase Confidence in Negative Results” • Provides: • Guidance and validated protocols to the first responder community and government agencies for employment in the event of suspected contamination by biological agents. In FY 2006: • Task group led by NIST working with CDC, EPA, FBI, DOD, IAFC, and the USNGproduced validated national standard for the sampling of suspicious powders that was approved by AOAC and ASTM and released by ASTM.

SAFETY Act Improvements • Final Rule Implemented on July 10 • Reduces evaluation time from 150 days to a maximum of 120 days • Helps align the Act with the procurement process • Provides for “Developmental Testing and Evaluation Designations” for promising technologies • New Application Kit Released on August 14 • Creates an interactive and flexible process • Proactively engages the applicants earlier in the processFor more information, visit: www.safetyact.gov.
