  2. Planning and Investing in Outcomes in the region means…. We want to know what the region is trying to achieve • Will investing in this region/project contribute to NZ Inc’s outcomes (the GPS) • Has the region Integrated transport planning, investment decisions and land use planning • How well are its strategic planning documents aligned and implemented? • Do we have investment certainty? • Have you chosen the right mix of transport interventions?

  3. Planning and Investing in Outcomes in the region means…. Planning the whole network to optimise our investment • The Waikato Expressway Network Plan Looking at private sector proposals with an investor’s eye • Is it safe? • What are the impacts on the viability of our other investments • How much risk is the taxpayer being asked to carry?

  4. Planning and Investing in Outcomes in the region means…. Applying our intervention hierarchy to land use and transport decisions • First get an integrated landuse and transport pattern that stages growth to coincide with available capacity on the network • Second, look at demand management to reduce traffic growth – public transport, walking and cycling etc. • Thirdly, optimise the use of your existing network – road marking, signage, phasing of signals etc • Finally, if all else fails, consider new infrastructure – but match the levels of service provided against affordability.
