  2. Two specifically regional actions in FP7 Research Potential (RP): helps increase potential of excellent research entities in Convergence & Outermost Regions. Regions of Knowledge (RoK): supports development of ‘regional research-driven clusters’ comprising ‘triple helix’ of research organisations/universities, business entities & regional authorities. Synergies with other funding sources In addition to the FP7, the Structural Funds allocate € 50 billion for R&D (from total of € 86 billion for innovation) while Competitiveness and Innovation Framework Programme (CIP) has a budget of € 3.6 billion to promote innovation and financial engineering (venture capital, etc). Research Potential Objectives to stimulate the realisation of the full research potential by unlocking and developing the research potential in the EU’s convergence regions and outermost regions to strengthen the capacities of their researchers to success fully participate in research activities at EU level

Convergence Regions Regions eligible for financing by the Structural Funds (2007-2013) under objective « convergence » where capita gross domestic product (GDP) is less than 75 % of the average GDP of the EU-25. (*)Associated Countries with equiv. to ‘Convergence’ regions : all regions of Albania, Croatia, FYROM, Montenegro, Serbia & Turkey; Galilee region of Israel

Support leading-edge researchin the Convergence and Outermost regions; Increase the participation in EU FP7; Attract, develop andretain the best research professionalsin the Convergence and Outermost regions' research centres; Up-grade and extend the laboratory equipmentand research performance of the Convergence RTD actors to improve the research environmentand ensure leadership; Increase the visibilityof excellencein S&T research of the C&O regions' research centres; Demonstrate responsiveness to society and regional/European development concernswith involving relevant regional or national authorities at an early stage of the projects Research PotentialSpecific Objectives

Doubling of call’s Budget in 2011 compared to 2010 The EC financial contributionper selected projectcan beup toEUR 4 million The EC financial contribution may reach a max. of100% of eligible costs(up to 7% for the indirect costs) Duration of projects:up to 36 months(+6 additional months if ex post-evaluation facility is included) Research Potential FP7-REGPOT-2011-1

To promote thereinforcement of the excellenceofhighest qualityor promisingresearch entitiesestablished in the eligible regions Project proposed by a single public or private research entitycollaborating with at least 3 European outstanding research partnering organizations of at least 3 different countries (MS, AC), in the same S&T domain FP7-REGPOT-2011-1

The project must be proposed by a single public or private research entity ofsignificant scientific size(e.g. University Depart., Faculties or specialized research institutes with atleast10 permanent experienced researchers)established in the convergence & outermost regions of EU/AC* 3 ormore experienced and knowledgeable partner organisations should participate in the proposal. FP7-REGPOT-2011-1Participants

  12. ASteering Committeefor research strategy should be foreseen with top class scientists (e.g. representatives of the 'partnering organisations'). Regional authorities, funding agencies, representatives of the national research bodies, applicant's parent organisation, and end-users (SMEs, industry, etc) could also participate if appropriate, especially in order to ensure synergies with local, regional or national policies or programmes. Such an approach will increase thesustainability of the Convergence and Outermost regions' RTD players. It will also enhance the up-scaling of their potential and will allow them to become dynamic "innovation engines" capable ofsustaining regional or national growth and employment.   13. This activity will support the implementation of anAction Plan: defined by the highest quality or promising research entities established in the eligible regions derived from aSWOT analysisof the applicant’s research entity FP7-REGPOT-2011-1Action Plan

Action planmust include a set of4 coherentmeasures: Exchange of know-how and experience with at least 3 or more experienced and knowledgeable PO in the EU/ACs (2-way secondments of research staff with obligatory return mechanism – secondment salaries not covered) Recruitmentby the selected research entities ofincoming experienced researchers(or managers but not master/PhD students ) Acquisition, development, maintenance or upgrading of research equipment(30% - up to 45%) (depreciation) Organisation of workshops and conferences,dissemination and promotional activities to facilitate knowledge transfer at national and international level FP7-REGPOT-2011-1Action Plan

  15. In addition to listed 4 measures, the applicants can optionally apply for aninternational independent expert evaluationof their overall research quality and capacity. The evaluation: will take place after the end of the implementation of the Action Plan (over a period of up to 6 months) should be developed in aseparate work packagewhose eligible costs should not exceed 100 000 € Its added value to be justified and methodology to be described FP7-REGPOT-2011-1Evaluation Facility • “together with SC (Regional and National Research Authorities)” • Check the level of excellence, the research strategy and agenda • Make suggestions for a better sustainability • Output: a business plan
