  3. EL CONCEPTO “SIVRE” Objetivo: • “Es un sistema que permite a la Comisión de Arbitraje poder repetir la escena de una o varias acciones instantáneamente.” Características: • No es complicado y es fácil de manejar. • De fácil transportación.

  4. THE ‘CARE’ CONCEPT Intention: • “A system that allows the Referee Commission watching a scene again instantly.” Postulated features: • Uncomplicated and fast handling. • Easy to transport.

EL CONCEPTO “SIVRE” Descripción: • Usa la función de GVP (Grabación de Video Personal): Con el uso de un dispositivo especial (mpeg Decodificador Digital o PCMCIA Video Capture) conectado entre una cámara de video y un ordenador portátil. Los combates son grabados directamente al disco duro del computador y en una cinta de video digital. Con un programa especial que incluye un “Control del tiempo” esta función permite que las escenas se vean mas fáciles pudiendo repetirlas mientras se continua la grabación de los combates.

THE ‘CARE’ CONCEPT Description: • Use of the functions of PVR (Personal Video Recording): With a special hardware device (mpeg digital Decoder) connected between the video camera and a laptop the contests will be recorded directly on hard disk. With special software including a “Time-Shifting” function the scenes can be easily seen again while the recording continuous.

  7. EL CONCEPTO “SIVRE” Requerimientos Técnicos (para cada área): • Ordenador Portátil. • Camera de Video Digital. • Decodificador MPEG digital. • Programa Especifico de Grabación de video Personal.

  8. THE ‘CARE’ CONCEPT Technical Requirements (for each Tatami): • Laptop. • Video camera. • MPEG digital Decoder. • PVR specific Software.

EL CONCEPTO “SIVRE” Funcionamiento: • Cuando ocurre una situación especial la comisión puede mirar la misma escena o acción ocurrida con un retardo de 3 segundos después de ocurrida dicha acción (el programa permite seleccionar el tiempo de retardo de la acción en cuestión). • El sistema permite también ver la acción en cámara lenta.

  10. THE ‘CARE’ CONCEPT Functioning aim: • When occurs a special situation, the Commissioner is able to watch the same ‘scene’ by replay within 3 seconds just after the throw (by programming the “Time-Shifting” to the desired timing). • Slow motion watching is also available when desired.

EL CONCEPTO “SIVRE” Aplicaciones: • Cuando ocurre una situación especial, y la Comisión considera necesario intervenir para prevenir una decisión totalmente errónea, o para asesorar a los árbitros mediante una consulta, La Comisión puede hacer esto porque previamente ha podido ver varias veces la acción ocurrida en tal caso. • El SIVREpermite que el asesoramiento que da la Comisión de Arbitraje sea 100% seguro.

THE ‘CARE’ CONCEPT USEFULNESS // TARGET: • When a special situation occurs, and the Commissioner deems necessary to intervene in order to avoid a totally wrong decision, or to advice the Referees when consulting, The Commissioner has a fully clear knowledge of the decision and how to advice. • TheCAREsystem enables to give an assessment with almost a 100% security.

  13. EL CONCEPTO “SIVRE” Limitaciones: • La finalidad del sistema, no es que la comisión de arbitraje dirija los combates. Se mantendrá como asesora de los árbitros, y sus intervenciones serán apegadas a las reglas. • La intención no es cambiar las marcaciones de los árbitros, el video tampoco se usa para complacer a los entrenadores, con repeticiones de las acciones ocurridas en un combate. • Las intervenciones de la comisión solo se harán en aquellos casos donde el error arbitral perjudique a uno o a ambos competidores. • El sistema no es para los entrenadores, ni es una excusa para cambiar decisiones.

  14. THE ‘CARE’ CONCEPT Limitaciones The system is not made for the Commission to direct the fight.. The Commission will remain as aid to the referees, their interventions will always be made following the rules. • The intention is not to changes the scores of the referees, the video is not to pleased the coaches with replay of the action, or with repeated actions of the fight. • The commission interventions will only be made in those cases where the referee mistake jeopardize the competitors. • The system is not for coaches or an excuse to change a desicion.
