  2. VETS Overview • VETS • Mission: VETS proudly serves Veterans and Service Members. We provide resources and expertise to assist and prepare them to obtain meaningful careers, maximize their employment opportunities, and protect their employment rights. • Leadership: • Assistant Secretary Raymond M. Jefferson • Deputy Assistant Secretaries Ismael "Junior" Ortiz and John M. McWilliam • Organization: • National/Regional Office Count, 236 FTE • Current FY 2010 Resources: $256M

VETS Goals VETS supports the following Department of Labor Strategic Goals and Outcome Goals: • Prepare Workers for Good Jobs and Ensure Fair Competition • Increasing workers’ incomes and narrowing wage and income inequality. • Assuring skills and knowledge that prepare workers to succeed in a knowledge-based economy, including in high-growth and emerging industry sectors like “green” jobs. • Helping workers who are in low-wage jobs or out of the labor market find a path into middle class jobs. • Helping middle-class families remain in the middle class. • Assure fair and high quality work-life environments • Breaking down barriers to fair and diverse work places so that every worker’s contribution is respected. • Providing workplace flexibility for family and personal care-giving. • Secure health benefits and, for those not working, provide income security • Facilitating return to work for workers experiencing workplace injuries or illnesses who are able to work and sufficient income and medical care for those who are unable to work.

VETS Results We are measuring results differently. • Increase intensive services provided by Veterans program specialists at One-Stops • Success will be measured through placement, retention and improved earnings rates for all Veterans. • Boost Uniformed Services Employment and Reemployment Rights Act (USERRA) program impact and efficiency • eCase Management as well as process improvements will reduce processing times and increase accuracy. • Focus Veterans Workforce Investment Program (VWIP) grants on Green Jobs opportunities • Success will be measured by employment of VWIP participants in this growing sector. • Serve and train more female Veterans through Homeless Veterans’ Reintegration Program (HVRP) grants • Success is measured through more homeless women returning to the workforce in meaningful careers. • Return incarcerated Veterans to the workforce • Success will be measured through placement, retention and improved earnings for this population of the Veteran workforce. • Do you believe these are the right outcomes? • Do you believe these are the right measures for those outcomes?

  5. VETS Strategies We are using new approaches. As indicated by the new measures, VETS is targeting its efforts – toward veterans with unique needs and toward practices that can demonstrate results. • Our strategies to achieve these goals include: • Implement a new Jobs for Veterans State Grants (JVSG) program service delivery model to improve the quality and effectiveness of employment services. • Enhance Transition Assistance Program (TAP) workshops to make them more accessible to spouses of separating Service Members, so that the entire military family can successfully transition to new jobs in new locations. • Award competitive grants through the VWIP that focus training, re-training and employment opportunities for recently separated veterans to meet the needs of employers for qualified workers in high demand industries, particularly those occupations requiring a license or certification and Green Jobs. • Collaborate with the Departments of Defense and Veterans Affairs and with State partners and Veterans’ service organizations to implement USERRA and Federal Veterans’ Preference enforcement activities. • Do these strategies make sense to you?
