  3. CCF • CCF Mission Statement • CCF Objectives & Objectives NOT • Steering/ Operator Group • Technical Group • Certification/ Regulator Group • Device/ Vendor Group

  4. Mission Statement • The CDMA Certification Forum ™, orCCF ™, is a partnership between CDMA operators and CDMA mobile station vendors to establish and maintain a core global terminal certification process that helps ensure terminal quality and network compatibility across the globe.

  5. CCF Objectives • Establish Organization • Global Consensus on Features & Functions • Publish Test Cases For Features & Functions • Publish Certification Process • Educate the Industry • Qualify Test Facilities

  6. CCF Objectives NOT • Define Comprehensive End-To-End Handset Test Process • Independently Maintain Specifications (Not a Standards Development Organization) • Mandate Test Products or Services To Operators

  7. CCF Members • Steering Group includes CDMA wireless telephony service providers. • Certification Group includes representatives of certification bodies. • Technical Group includes terminal & network test domain experts. • Device Group includes infrastructure, terminal, and test equipment manufacturers as well as CDMA test labs. SteeringGroup CertificationGroup Device Group TechnicalGroup

  8. Steering Group • Proposed Charter Statement • Through a leadership role in the CCF • collectively define and maintain a minimum core set of feature and function requirements that will help vendors to develop terminals with that help enable roaming across CDMA markets. • provide direction to partner groups by providing a common set of terminal test requirements that is sufficient to ensure compatibility with core features and functions.

  9. Operator Group • Proposed Roles & Responsibilities • Chair CCF • Lead to role in formation and operation of CCF • Communicate handset test requirements and processes to the maximum extent commercially practical to minimize operator specific handset acceptance testing

  10. Steering Group • Proposed Early Deliverables • Global feature specification • Handset and lab certification requirements • Common global set of handset test requirements

  11. Technical Group • Proposed Charter Statement • Ensure that the common test requirements defined by the Operator Group are captured in the appropriate international specifications. • Train and qualify test facilities to conduct certification testing as defined by the CCF. • Provide guidance to the CCF to readily enable adoption and implementation of evolving CDMA-based technologies.

  12. Technical Group • Proposed Roles & Responsibilities • Create & Maintain Test Plans • Educate/train test labs, vendors, and operators on how to conduct testing to this specification. • Work with test equipment vendors to increase test cases support to test plan, including automation. • Provide ongoing technical support to operators, vendors, and test labs conducting certification testing. • Work with 3GPP2 • Define common test report format

  13. Technical Group • Proposed Deliverables • Test Plans (based on 3GPP2 specifications) • 3GPP2 contributions (driven by Operator requests and contributed by Technical Group) • Technical training of Certification Labs

  14. Technical Group Formation • Call For Participation • Ensure that the common test requirements defined by the Operator Group are captured in the appropriate international specifications. • Train and qualify test facilities to conduct certification testing as defined by the CCF. • Provide guidance to the CCF to readily enable adoption and implementation of evolving CDMA-based technologies.

  15. Certification Group • Proposed Charter Statement • Define and maintain global core certification test processes based upon specifications defined by the Technical Group to ensure terminal conformance to feature and function requirements set forth by the Operator Group. • These processes must allow for and support local market variations. • Grant certification “seal” (labs & terminals) • Dispute Resolution (Technical Group investigates)

  16. Certification Group Call Summary • Participation In 6 Teleconferences • China • China Academy of Telecommunications Research • Korea • Telecommunications Technology Association • Russia • Institute for Cellular Communications • United States • Cellular Telecommunications & Internet Association

  17. Institute of Cellular Communications • Handset certification to federal regulations • Certification testing compulsory in Russia • Working to implement TRAC validated test process • Provides additional services to its customers to help improve or ensure product quality

  18. China Academy of Telecommunications Research • Certification program is controlled by the China government • Testing conducted at CATR focuses on minimum performance and signaling conformance • China Unicom testing focuses on application layer testing • Challenges implementing under the government controlled program. • Commercial test process driven by market demand beyond the government requirements

  19. Cellular Telecommunications & Industry Association • Handset testing two part process • government equipment authorization from the FCC • must pass operator requirements. • Larger operator requirements typically include 3 phases • minimum performance and signaling conformance • infrastructure interoperability testing • field and application testing at carrier facilities • CTIA certification testing performed at authorized labs • Database to track the certification process

  20. Telecommunications Technology Association • TTA is very similar to CTIA • Differences in scope of testing • Undergoing process improvement

  22. Certification Group • Proposed Roles & Responsibilities • Certification process document • Database for tracking CCF certified products • Coordinating certification program across markets • Orchestrating the certification of test labs • Identifying and ensuring proper legal mechanisms in place (i.e. local regulatory requirements met, liability issues resolved).

  23. Certification Group • Proposed Deliverables • A Handset Certification specification would define the process by which a handset is certified by the CCF. • A Lab Certification specification would define the process by which a test lab is certified by the CCF. • A Subject Matter Expert certification would define the process by which the CCF comes to recognize an individual as qualified to represent the engineering interests of the CCF during lab certifications. • A Platform Certification specification would define how test equipment vendors would go about certifying their specific hardware and software configurations and how to maintain that certification

  24. Certification Group – Next Steps • Teleconference 23 September 2004 • Beijing debrief • Detailed F2F agenda • Face-To-Face 16 & 17 June – Beijing • Detailed review of certification processes • Begin definition of global certification process • Draft CCF Certification Specifications • Certification Test Process – October 2004

  25. 33. CCF Relationship with CDG • James Person & David Hind – Miami, FL USA Meeting • Statement, perhaps to be posted on the CCF web site, that resolves the collective understanding of the relationship between the CCF and the CDG. • This item was requested by CDMA Operators because they want to pay their CCF dues through the CDG.

  34. What’s in it for Qualcomm? • The initiative is to grow the entire CDMA world market share • What does Qualcomm hope to gain? • If the entire CDMA “Pie” gets bigger then everyone’s share gets bigger (including Qualcomm and all the other chipset manufacturers, and that’s OK with Qualcomm. • How important is it? • Qualcomm is funding the lion’s share of the CCF for the first 2 years
