  2. Office of Research and Sponsored Programs’ Purpose • As a service division of the Associate Provost for Research, the purpose of ORSP is to FACILITATE and SUPPORT the total research program at MUSC in a manner which produces the maximum benefit to the research and other missions (i.e. health care education and health care delivery) of the University.

  3. How ORSP Supports and Facilitates the Research Program • Serves as the office which legally binds MUSC with sponsors. (grants, contracts, research agreements, material transfer agreements, confidential disclosure agreements, etc.) • Serves as a resource for the interpretation of policy, procedures, terms and conditions of private, public and corporate sponsors. • Assists to insure institutional oversight of the commitments of personnel, facilities, equipment and other such valued MUSC resources. • Serves to promote a safe, compliant and efficient research environment for students, staff and faculty.

  4. The ORSP TEAM Approach • Federal and Foundations Team • All NON-corporate sponsored research administration matters (federal, state, local government, foundations etc.). • Includes Pre and some Post award matters. • Corporate Team • All Corporate related research administrative matters (private companies, corporate clinical trials, other corporate sponsored research agreements). • Review and approve all Material Transfer Agreements (MTAs) and Confidential Disclosure Agreements (CDAs)

The ORSP TEAM Approach • Information Technology Team • Electronic Systems Registration, Maintain MUSC’s research awards database, conduct training on ORSP’s e-initiatives, responsible for monthly and annual reporting on proposal and award activities, ad hoc reporting as requested. • Administrative Support Team • Provide Administrative Support for COI committee and URC committee; responsible for 45 day reminder notices about grant close out reports.

  6. ORSP Pre-Award Duties • Proposal Review and Assistance • Register and provide assistance to MUSC Faculty Members with internal and external Electronic Systems related to grant preparation and administration • Policy Guidance & Serve as Resource • Assist with and Approve Requests for Pre-award Accounts • Serve as the official point of contact for all of MUSC’s grants and contracts

ORSP Post-Award Duties • Review and Negotiate Terms & Conditions of Award • Initiate Spending Account Set-up with Office of Grants and Contract Accounting • Policy Guidance (re-budgeting, cost allowability, carry-over, etc.) • Serve as Official Point of Contact for ALL communications with Sponsors • Assist with No-Cost Extension Requests • Insure ALL final reports (technical, financial and invention) are submitted to and received by the Sponsor in a timely manner

Electronic Proposal Data Sheet (ePDS) • REQUIRED for ALL proposals; Serves many purposes • Chair/department endorsement & authorizes ORSP review • Documents compliance information (HR, AR, IBC, CoI) • Fiscal Issues (F&A Costs, Cost Sharing, responsible Unit) • Data compiled and reported to MUSC Board of Trustees • Allows for paperless routing & review process; Upload electronic files (proposal, budget, etc.) • Routed electronically for internal approvals • To access ePDS link visit https://erma.musc.edu/
