  7. Fatal Accident • A preliminary investigation into a two-car accident that killed four people on Dec. 6 shows that the teenage driver of one of the cars was legally drunk and driving too fast, the police said. Glastonbury police said that the blood alcohol level of the driver, Daniel Palmer, 17, was .12, above the .08 state standard for drunken driving. They also said in a prepared statement yesterday that he was driving ''well in excess of the posted speed limit,'' but did not elaborate. Mr. Palmer was driving his 1993 BMW westbound on Hebron Avenue shortly before 10 p.m. when the car apparently went into the eastbound lane and slid sideways, the police said. The car collided with a Ford Escort traveling eastbound. Mr. Palmer and his two 17-year-old passengers were killed. One of the passengers in the Escort, 38-year-old Brian Sullivan, a father of three from Colchester, was also killed.

  8. Police Investigation • Police had disclosed earlier that [Daniel Palmer]'s blood-alcohol content was 0.12 percent. Drivers under 21 are limited to 0.02 percent. Friday's report revealed that both of Palmer's passengers were also drunk, with [Eric Mahoney]'s blood alcohol measured at 0.15 and [Wesley Clark]'s at 0.13.[Jeffrey Carlow] said Palmer had given him a ride home the night before the crash. According to Carlow, Palmer's vehicle had a 190-horsepower engine. Carlow also said Palmer installed four new rims on the vehicle the day of the accident. The report also reveals that Palmer, Clark, Presta and [Brian Sullivan] were wearing seat belts. [Brian Ciraldo], who was sitting in the back of the Escort, said he did not buckle up. It is not known whether Mahoney, who also was sitting in the back, was wearing a seat belt.
