  3. 3 TYPES OF COMMUNICATION • SIMPLIFIED VIEW OF THE THREE MAJOR TYPES OF COMMUNICATION

  4. NO COMMUNICATION NETMA

  5. NOBODY EVER TELLS ME ANYTHING

  6. POOR COMMUNICATION IHNIWYTA

  7. IHAVE NO IDEA WHAT YOU’RE TALKING ABOUT

  8. GOOD COMMUNICATION OIC

  9. TYPES OF RADIO SYSTEMS • SIMPLEX • REPEATER • SIMULCAST • LWIN

  10. Simplex • Very Reliable • Limited Range • Radio Channel uses 1 frequency

  11. Conventional Repeater RX TX f2 f1 Dispatch Center All units within range of repeater hear all transmissions through the repeater f2 f2 f2 f2 f1 Unit 1 Unit 4 Unit 2 Repeater Unit 3

  12. PD 3 PD 1 PD 2 FD 2 FD 1 RX RX RX TX TX TX f1 f3 f5 f2 f4 f6 Trunked System f3 f1 f4 f2 f2 • Frequencies are dynamically assigned by system controller • User radio may be on a different frequency every time it transmits • Talkgroups are “virtual” channels • Possible to have many more talkgroups than actual frequencies • Statistically, not all talkgroups will be active at the same time System Controller Shared Repeater Bank

  13. Simulcasting Both repeaters transmit at the same frequency at the same time Link (microwave, phone line, etc.) Transmitters must be carefully synchronized to prevent interference in overlap areas

  14. NOW THERE IS LWIN AND SIEC • WHAT IS LWIN???? • LWIN IS AN ACRONYM FOR LOUISIANA WIRELESS INFORMATION NETWORK • LWIN IS A STATEWIDE APCO PROJECT 25 DIGITAL SYSTEM • LWIN IS ADMINISTERED BY THE SIEC THROUGH GOVERNANCE • SIEC IS THE STATEWIDE INTEROPERABILITY EXECUTIVE COMMITTEE • LOUISIANA STATE POLICE RADIO OPERATIONS OVERSEES THE TECHNICAL ASPECTS OF LWIN AND MAKES RECOMMENDATIONS TO THE SIEC FOR IMPROVEMENTS AND CHANGES TO THE SYSTEM

  15. Calcasieu Parish has gone through all of these types of systems Simplex from the beginnining of radio communication until about 1974 when the first repeaters were used. In 1988 the City of Lake Charles installed a Motorola Smartnet trunking system followed by the Calcasieu Parish Sheriff’s Office (simulcast) and the City of Sulphur trunking system. The LWIN system is the system that many agencies will be using in the future because of the need for interoperability between public safety agencies on all levels (local, parish, and state.

  16. INTEROPERABILITYInteroperability refers to the ability of emergency responders to work seamlessly with other systems or products without any special effort.  Wireless communications interoperability specifically refers to the ability of emergency response officials to share information via voice and data signals on demand, in real time, when needed, and as authorized.

  17. INTEROPERABILITY Are we there?Almost, but not quite at this time. The SIEC has mandated that any radio programmed to work on the LWIN have a group of channels that is identical no matter what agency owns the radio. There are channels for use by state, regional, and parish responders.

  18. SIEC REQUIRED TALKGROUPS FOR LWIN USERS

  19. Theoretically, this should work! Why won’t it? PLANNING,COORDINATION-TRAINING-USE IT! It is too late to plan for an event when the event is occurring Develop a plan Educate your radio users of the plan Practice the plan Use the plan

  20. What else do we need to do? Learn how to use the radios that are assigned to you. Find out what the knobs and buttons are used for Learn how to change the zones in your radio Learn how to change the talkgroups Find out what is programmed in your radio by using a template or switch through the zones and talkgroups in your radio PRACTICE HOW TO CHANGE THINGS AND PRACTICE FREQUENTLY SO YOU DON’T FORGET HOW TO DO THE DIFFERENT FUNCTIONS

  21. Motorola has developed a software package that enables a trainer to develop a Power Point presentation that has been customized for an agency’s radio configuration. This software is called the “INTERACTIVE END-USERS TRAINING KIT” GOHSEP has purchased this software for the XTS2500 portable radio and the XTL2500 mobile radio. Additionally, GOHSEP has plans to buy the software for the most widely used models of radios and make them available to agencies within the state. Following is an example of a presentation for the Office of Juvenile Justice Services in Calcasieu Parish. This presentation was made to supervisors as a Train the Trainer and a copy left with them for future training sessions.
