Transformation strategy for opening access to disadvantaged communities in the sport of hockey. • Hockey has a MPP programme and the number of areas are increasing. • Areas include all 15 provincial hockey associations • Hockey has appointed a full time Youth Manager and is working well with the DSRSA and the Local Provincial Governments, with a emphasis on the previously disadvantaged areas. • Unfortunately there are times when the schools hockey body does not work in conjunction with the National body, this is being addressed. • Hockey has recently appointed a Coach Education Manager, who is co-ordinating coaching courses starting at level 0. These courses are based on the Dutch programme under the auspice of a working agreement between the South African and Dutch Governments.

Progress Report on Team Preparation for the forthcoming Beijing Olympics • Men • Qualified by winning the African Hockey Qualifying tournament in Nairobi July 2007 • Squad of 32 (20 white and 12 of colour) players selected for training camps and International competition • December 2007 team traveled to Argentina in a 4 Nations Tournament (Argentina(7 ), Ireland(19), Chile(20) and South Africa(13)) finished 4th • January 2008 training camp in Durban plus series against Canada(15) won 1 and drew the other, Great Britain(8) drew both matches • February 2008 5 Nations tournament in Potchefstroom (Germany(1),Australia (2), Holland (3),Spain (4) and South Africa (13) finished 5th • March 2008, 3 Matches against Germany(1) in Potchefstroom lost all 3. • March 2008 were due to play a series against Russia in Durban, cancelled as Russia were given a late call up for an Olympic Qualifying Tournament • April 2008, training camp in Durban • May 2008, National Inter Provincial Tournament • May 2008, Tournament in Beijing, China(17), Holland(3), South Africa(13) and China B (Korea withdrew at the last moment) • June 2008, training camp 16 selected for Beijing plus 4 non traveling reserves • July 2008, training camp 16 selected for Beijing plus 4 non traveling reserves

Women • July Qualified by winning the African Hockey Qualifying tournament in Nairobi 2007 • Squad of 31 (21 white and 10 of colour) players selected for training camps and International competition • August 2007, participated in Pre Olympic Test Series in Beijing, Argentina (2), China (5), Australia (4) and South Africa (12) finished 4th. • September 2007 Training Camp in Stellenbosch • October 2007 Test Series against Australia (4) in Gauteng played 4 matches lost series 2-1 • November 2007, training camp in Holland • January 2008, 4 test series against Ireland in Cape Town/Stellenbosch won series 3-0 • January 2008, 4 Nations Tournament in Argentina, Argentina (2), Germany (3 ) USA (11) and South Africa (12) finished 4th • February 2008 training camp in Stellenbosch • February 2008 test series against Canada in Pretoria won 3-0 • February 2008 Tri Nations In Johannesburg ,Canada(23) Russia (21) and South Africa, won the event • March 2008 training camp in Stellenbosch • April 2008 training camp in Stellenbosch • May 2008 Spar Inter Provincial Tournament Durban • June 2008, 4 Nations Tournament in Ireland, Ireland (14) Great Britain (10) Germany (3) and South Africa(13) • June 2008, 4 Nations Tournament in Holland, Holland (1), India (13), Great Britain (10) and South Africa (13) • July 2008, training camp

  5. TRANSFORMATION • Prior to 2007 the South African Hockey Association did not have a transformation policy. When I was elected President in June 2006 I co-opted a person to sit on the Executive to drive transformation within Hockey and in conjunction with the Executive drafted the current policy, which came into effect in March 2007. • There have been a number of occasion when the policy was not followed to the letter and these transgression were discussed at the November 2007 Council meeting. • In 2008 there have also been some transgressions, these will be discussed at the June 2008 council meeting. • In generally the provinces have accepted the policy and have adhered to it. • Examples of 2008 are attached.

TRANSFORMATION • As at the 20 March 2007 the following Transformational Policies will come into effect. • The Requirements for the future SA and Provincial Commitments are as Follows • The figures for the National Setup are in two Categories : • [a]    Those that are related to Government Events - Olympics, Common Wealth - these require 50% players of colour. • [b]    Other events the Minimums Below are required • South African National Teams - Senior Men & Women • POLICY • In a Team of 18 Players, these are the minimum numbers of players of colour to be included. • YEAR        Number • 2007    -     6 • 2008    -     7 • 2009    -     8 • 2010    -     9 • CUSTODIANS • South African Hockey Association Executive under the direction of the President and Transformation Portfolio Holder.

Provincial Teams Senior / Junior Women and Men • POLICY • [1]   In a Team of Players, these are the minimum numbers of players of colour to be included. • YEAR        Number • 2007    -     2 (Two) • 2008    -     3 (Three) • 2009    -     4 (Four) • 2010    -     5 (Five) • [2]    ALL   Players are to Play a MINIMUM of 40% of the playing time of their Teams Fixtured matches •         at the IPT, inclusive of specialized positions like Goalkeepers. • EXECUTION OF MONITORING OF PLAYERS PLAYING TIME •     [a]    Manager of each team to complete the supplied Time Sheet and hand it in to the TD after Each Game. •     [b]   Time calculated is the time between and not including ON and OFF markers on time sheet. •     [c]    It is the responsibility of the manager to monitor the player time totals.

PENALTY FOR NON COMPLIANCE • The penalty for non compliance to point [1] and [2] above regarding Provincial Teams • Senior/Junior Women and Men will be : • [a]    Participation without qualification • [b]    Fine of R3000 to be paid by the defaulting Provincial unit • CUSTODIANS • South African Hockey Association Executive under the direction of the President and Transformation Portfolio Holder. • MANAGEMENT FOR ALL • POLICY • In a Team , these are the minimum numbers of Management of colour to be included. • YEAR        Number • 2007    -     1 • 2008    -     1 • 2009    -     2 • 2010    -     2 • CUSTODIANS • South African Hockey Association Executive under the direction of the President and Transformation Portfolio Holder.

Process of Meetings with SASCOC • Following the 2 teams qualification at the Africa Qualifier in Kenya in July 2007, the South African Hockey Association had a meeting with SASCOC to motivate why the 2 teams should be considered for inclusion in TEAM SOUTH AFRICA for the Beijing Olympics • The South African Hockey Association received a MOU from SASCOC on the conditions for our participation. Copy attached. • This agreement was discussed at a South African Hockey Association Executive meeting. Prior to the meeting I as President had meetings with the 2 National Coaches and the Convenor of the Women’s selection committee and a telephonic discussion with the Men’s convenor of selection. • The 4 mentioned persons above also addressed the South African Hockey Executive where they indicated that they would be able to select a team with a minimum of 6 players of colour on merit in the final teams. • The Executive taking the above into account made a decision that a team of a minimum of 6 had to be selected. The decision was not unanimous, but a simple majority ruled. • We received a letter from a group of hockey people who where unhappy with the decision taken as it was not in line with the Transformation Policy. We then sent a letter to the Council of South African Hockey Association informing of the Executive decision and if they were not in favour of the decision we would call a special council meeting to discuss the issue. All members who responded supported the decision taken by the Executive. • The South African Hockey has deviated from the 50/50 Policy as stated in the Transformation Policy. When the policy was drafted the situation then was following the conditions set before the Commonwealth Games in 2006, where SASCOC deemed the Men were not medal contenders thus enforcing a 50/50 split in the team. The women were medal contenders and did not have to select a 50/50 team. The women’s team did not produces the required result and the South African Hockey Executive then deemed to include them in the same category as the Men. • SASCOC, gave Hockey the mandate to select a team with a minimum of 5 women and 6 men selected on merit, hence the position we find ourselves at the moment.

  13. High Performance • During the past 2 years High performance in Hockey has not reached the potential we would like to have required. • We have run sessions for the U 18 and U 21 Boys at Regional level, where coaches have traveled to various centre to run these sessions over weekends.(2007) • This did not happen with the U 18 Girls but did with the U 21 Girls.(2007) • At senior levels we have requested the various Provincial Bodies to run these, this has happened in a few provinces. • 2007/8, priority has been given to the National team in preparation for the Olympics and also to the U 21 teams who are preparing for the Junior World Cup Africa qualifier in Egypt in July 2008. • In the 2008/9 financial year we have budgeted to employ a High Performance manager to coordinate this activity Nationally. This position will be ratified by the incoming Executive. • Due to do not having sufficient funds to ensure the sustainability of having more HP session in the various regions it is difficult to maintain the continuity of the regional HP sessions taking place. • Further challenges we face is who do Schools hockey report to. It is our experience that at times they want to do their own thing and not take a directive from the National Body.
