  3. Republic of Serbia TheNationalCouncilfor Higher Education of the Republic of Serbia establishedthe AccreditationandQualityAssuranceCommission (15 members) in June 2006. The Accreditation and quality assurance commission has been set up, as a task force, by the National council of higher education to deal with accreditation, quality assurance of higher education institutions and evaluation of study programs.

The objective of quality control in higher education is to maintain and raise the quality of teaching in higher education institutions (HEIs), to improve the organisation of HEIs, to promote their greater responsibility for their own activities, and to ensure their competitiveness in the international arena.

Accreditation and Quality Assurance Commissionproposed to • the National Council the rules,regulations procedures and standards for • self-assessment and quality control, • external quality control and • accreditation of the high education institutions and study programmes.   7. INSTRUCTION FOR PREPARATION OF SELF-ASSESSMENT REPORT The self-assessment report is an obligatory document in the accreditation file of the higher education institution. The report should be concise and contain all the details of vital interest for the operation of the higher education institution relevant to the quality of the education process. The self-assessment report should contain the estimate of fulfillment of each individual standard, observing the instructions for implementation and objective facts characterizing a higher education institution. Within the elaboration of each standard the level of fulfillment should be stated and measures for improvement of quality. The self-assessment report should be concluded with a general evaluation of fulfillment of quality standards of the higher education institution.

RULES AND REGULATIONS ON STANDARD PROCEDURES OF EXTERNAL QUALITY CONTROL Article 7 The commission shall, at the proposal of the sub-commission, referred to in Article 6 of the present Rules and Regulations, appoint two reviewers to analyze and evaluate the results of self-assessment and quality review of the higher education institutions (hereinafter: self-assessment of higher education institution). Each reviewer shall analyze the documents submitted by the higher education institutions and control: whether the self-assessment of the higher education institution was performed in compliance with the standards for self-assessment of higher education institution; which standards of self-assessment were fully or partially met or not at all; what areas of activity of higher education institution in terms of quality were found as satisfactory, partly satisfactory or dissatisfactory. The reviewer shall report on the analysis performed further to par 2 of this Article to the sub-commission, with the assessment of compliance with the standards for external quality control of a higher education institution and proposal of the measures of alleviation of weaknesses observed.

The Law on Higher Education “Službeni glasnik 76/2005” All higher education institutions in the Republic of Serbia and their respective study programs shall be subject to the procedure for accreditation. By virtue of Article 116., item 1. of the Law on Higher Education, the accreditaton of all Institutions of higher education in Serbia should be finished to the june 2009. Institutions of higher education in Serbia achieve accreditation from Commision for Accreditation and Quallity Assurance CAQA 250 Institutions of higher education

RULES AND REGULATIONS OF ACCREDITATION STANDARDS AND PROCEDURES FOR HIGHER EDUCATION INSTITUTIONS AND THEIR STUDY PROGRAMS Article 10 The Commission shall, at its first session after the receipt of the draft decision of accreditation, consider the same and possibly approve it. The accreditation decision shall be taken when more than half of the Commission members shall vote in favor. The decision of the Commission shall: accept the accreditation request and grant the Accreditation Certificate; reject the accreditation and issue the decision denying the accreditation. The Commission may postpone decision making on accreditation and warn the higher education institution of the omissions in terms of the quality of work of the higher education institution and/or study program and stipulate the deadline for elimination of the weaknesses, and issue relevant conclusion.

  18. Article 11 The founder or higher-education institution may file a complaint contesting the denial of accreditation with the National Council of Higher Education (hereinafter: National Council) within 30 days of the date of receipt of the decision. Article 12 The National Council shall reject the complaint is it shall find is groundless, untimely or signed by an unauthorized person. The National Council shall reject the complaint is it shall find that the procedure for accreditation had been properly applied and the decision taken in compliance with the law and the present Rules and Regulations. If the National Council shall find defects in the accreditation procedure its may: annul the decision of the Commission and decide on its own on the accreditation request based on the facts found by the Commission; annul the decision and order the Commission to repeat the accreditation procedure, in whole or in part. The National Council may ask the Commission, in the complaint process, to supplement the data of relevance for the decision making. The decision of the National Council shall be final.

  20. ПРЕГЛЕД ПОДАТАКА О АКРЕДИТАЦИЈИ ВИШИХ ШКОЛА 25. 01.2007- 25.10.2007 • 1. КОМИСИЈА ЗА АКРЕДИТАЦИЈУ (КАПК) : • Од 78 установе: • Акредитована 51 установа (65%) • Није акредитована 27 установа (35 %) • Од од 287 студиских програма: • Акредитовано 186 (65%) • Није акредитовано 101 (35 %) • КАПК у поновном разматрању након решења Националног савета о поништењу решења КАПК потврдио мишљења из предходних решења у 20 случајева. • 2. НАЦИОНАЛНИ САВЕТ • Примио 34 жалбе ( једна установа се није жалила, и 9 установа није уложило жалбу на ускраћиванје акредитације студијских програма) • Одбио 9 (26%) жалби и потврдио решења КАПК . • Поништио 25 (74%) решења КАПК: • Поништио 5 решења и акредитовао установу и студијске програме • Поништио 20 решења КАПК и упутио КАПК на поновну акредитацију - разматрање • 3.АКРЕДИТАЦИОНИ СТАТУС УСТАНОВА ДО 25.10.2007. • Број не акредитованих установа након окончаног поступка износи 9 + 1 или 13 % • Број акредитованих установа 51+3= 54 или 69% • Број акредитованих студијских програма 186 +9 = 195 или 68%
