(1) To ensure the SAP is sustainable and can be implemented by national governments - with or without UN/GEF assistance (2) To involve communities to the extent possible and ensure the SAP process is supported by local people (3) To lay the foundations for private sector involvement to facilitate access to non government capital and investment (4) To deliver project outcomes on time and within budget and to involve all stakeholders - equitably and fair

  6. Issue 1 - sustainability * Countries manage and drive the project, while international experts provide initial guidance, training only - national ownership * Transformation from the scientific to the political process (TDA SAP) supported by inter-governmental MOUs that involve foreign affairs, line ministries, provincial governors - political acceptance * Regional networks are developed and maintained by national governments that pave the way towards national acceptance and regional cooperation among countries - regional political dialogue * Use of experts from the region ensures that expertise and know how stay at home and do not leave with the international experts at the end of the GEF intervention - sustainable knowledge base
