  1. The original United Nations Charter Post Mortem • Yes, folks, the original UN Charter is dead and can not be revived. • There may have been some good intentions, but in nearly sixty years the Charter failed to rouse the passion of the people, even of the people who were directed to promote it.

  2. Who knows the Charter? • Only a fraction of one percent of human beings have ever read the Charter. • The ones who have read it concede that the document has fundamental errors, and is not adequate to the task it pretends to address.

  3. The Original Charter is Dead, but the United Nations is Not • Although the Charter is stillborn, the Institution of the United Nations is alive. Go check out its web site at • http://www.un.org . • It is clearly one of the most extensive web sites on the Internet.

  4. Where is the Charter? • Within the United Nations web site, the UN Charter is tucked away from view, and rather deeply embedded, because it is an embarrassment. Go look for it and see how long it takes to find the text of the Charter from the www.un.org home page !

  5. And the Organization Itself? • The Organization itself, however, is growing, not because of the Charter, but in spite of it. There is a real need for a global human organization to address human problems

  6. The Makings of a Fresh New United Nations • The Nations of the World do not have the authority to fix the United Nations Charter • The Charter cannot be reformed through itself • In order for the United Nations to grow and fulfill its global mission, its representatives and personnel must be aware of that which is beyond the United Nations Charter.

  7. The Constitution for the Federation of Earth • has the strength to renew the United Nations without the diminishing returns of attempted internal reform.

  8. The Relation of the Constitution for the Federation of Earth to the Old United Nations Charter • The Earth Constitution replaces the original UN Charter • Although the Security Council has a certain role, the replacement does not require the consensus of the Security Council • The Constitution is given the specific mandate in Article XVII, Section D.8., to reconstitute the United Nations

  9. Reservation • This reconstitution is enabled through legislation of the Provisional World Parliament and World Parliament, under the Constitution for the Federation of Earth, and cannot be effected by any subsidiary body, such as the United Nations or the Security Council.

  10. Foresight • Though originally it was conceived that such reconstitution should take place at the Second Operational Stage of World Government, it is proper that foresight should consider what shall be involved in such reconstitution, especially since the planning for the reconstitution of the United Nations is needed now, not only at some indefinite future date.

  11. World Legislation • Only World Legislation under the Constitution for the Federation of Earth gives the United Nations the required strength to fulfill its historic mission.

  12. Provisional World Parliament • The Provisional World Parliament, meeting in Surt, Libya, in September of the year 2000, will consider legislation to address the United Nations under the Constitution for the Federation of Earth
