Tampering if any can be detected from Supplier Digital Certificate attached with bid. Once bid is prepared, it has be dropped in electronic tender box, for which Bidder will have to decrypt & re-encrypt the bid using Buyer Cert. This way at time of tender opening bids can be decrypted by buyer without supplier certificate. During preparation stage, bids are stored in encrypted manner, to modify which the bids needs to be deciphered first. This is done using Private Key of Bidder digital Certificate. Once done, original bid can be viewed On re-submission of the Bid, the bid gets signed & encrypted again using digital certificate as explained in earlier slides. The modified bids is stored in encrypted manner to ensure secrecy of the bids, which enthuses confidence in bidders. Bids are encrypted using Bidder Certificate such that only Bidder can view or modify the bid, which is still under preparation stage. This ensures that while bid is at preparation stage, its secrecy is never compromised. Digitally Signed On submission of the Bid, Bid gets digitally signed using Private Key of Bidder. For verification purpose, Public Key of Digital Certificate gets automatically attached to the bid. This document is known as digitally signed doc. After successful decryption bids is available in clear text format which can be edited. In this case bid is revised from Rs. 1 Lakh to Rs.2 Lakh. A bidder is allowed to modify is bid any number of time during preparation stage as required. First step of eTendering System is to prepare the Bid, which can be done using Internet from anywhere, anytime before due date & time.
