Alphabet Soup and Umbrellas • HPRP = Homelessness Prevention and Rapid Re-housing Program • BHOP = Buffalo Housing Opportunities Program • HPRP = Federal program developed by the U.S. Department of Housing & Urban Development • BHOP = local HPRP operated by the City of Buffalo, administered by a collaborative of local agencies: • Homeless Alliance of WNY • American Red Cross • Neighborhood Legal Services • Catholic Charities • Matt Urban Hope Center • Community Action Organization • Saving Grace Ministries • HOME: Housing Opportunities Made Equal • Crisis Services

BHOP’s Minimum Criteria: Combined annual income of all household members over the age of 18 years equals 50% or below 50% of HUD’s Area Median Income Guidelines Household assets are $2,000 or less. The household is homeless or at risk of being homeless with no appropriate subsequent housing options Lacks financial resources and support networks needed to obtain immediate replacement housing or to remain in existing housing ALL OTHER RESOURCES HAVE BEEN EXHAUSTED Currently resides in the City of Buffalo.

  5. BHOP Application Process • All applicants must first call Crisis Services. (716) 834-3131 • Crisis Services refers a client to a case management agency after an initial screening interview • Orientation workshop or first meeting with a case manager. • Documentation requirements are explained • Incomplete applications will NOT be processed. • The Case Manager submits a completed file for final review with a check referral. • The completed file is reviewed and the check request is made. In the case of utility requests, a Letter of Intent to Pay is signed and faxed upon approval. • Financial assistance is not available immediately. Checks are not made payable to applicants.

BHOP and Utilities Documentation Requirements Identification of applicant Date of Birth and Social Security numbers for all household members Release of Information 30 days worth of income verification for all household members 18 years and older Lease/Rental Agreement or Landlord Statement indicating tenant responsibility for utilities Proof of ownership: deed, mortgage statement, etc… Disconnection Notice DSS Denial (if applicable)

  7. BHOP and Utilities • CAN assist with: • Six months of arrears • Third party vendor fees • Late fees included within the six months • CANNOT assist with: • Transfer debit (due to an undetermined amount of months included)

  8. Time Frames • All other cases: • 8-12 weeks from the date of the check referral to the date of the check being cut • The High Priority List • Impending disconnection • Already disconnected • Section 8 Inspection • 1-2 week turnaround
