  2. What is Shared Governance?

  3. Collegial Consultation • Ed. Code 70902(b)(7) calls on the Board of Governors to enact regulations to “ensure faculty, staff, & students … to participate effectively in district & college governance” • AB 1725 “to authorize more responsibility for faculty members in duties that are incidental to their primary professional duties” • AB 1725 “increased faculty involvement in institutional governance & decision making”

  4. EVC Governance Process • Decisions, priorities & activities of the institution are undertaken • Direct & indirect educational benefits for students & the community are considered • Roles & perspectives of all members of the College community are represented

  7. EVC College Council Guidelines • Shared decision making is core . . . • Representatives include students, faculty, classified staff & managers/supervisors • All members report to their constituent groups

College Council Operational Rules for all Shared Governance Committees • Open Meetings – Publicly posted • Chairs elected by committee representatives • All chairs are to provide constituents with goals, direction, & process clarification • All chairs establish leadership roles that welcome, encourage, & respect views from all multicultural constituents • Provide a list of committee members

  9. Committee Recommendations • Recommendations will focus on current major strategic planning directions • Due consideration to available resources • Develop timelines • Identify Stakeholders & invite participation

  10. Responsibility & Accountability • Committee constituents are responsible to gather factual information from appropriate sources, report accurate information, adhere to professional ethics, identify possible fiscal &/or a facilities impact • Any of the four constituency groups may put items on an agenda • The first appearance of an agenda item will be for information only unless voted into an action item by two-thirds of those delegates present

  11. Limitations • Shared Governance activities shall not be construed as an alternative to or substitute for the legal right of Collective Bargaining Representatives to make recommendations to the Board of Trustees on bargaining issues, or the right of the Academic Senate to assume primary responsibility for making recommendations to the Board of Trustees in the areas of curriculum, academic standards and on professional matters.
