This project focuses on developing a thorough inventory for Class II increment analysis in New Mexico, emphasizing the selection of point and non-point sources as well as managing missing data effectively. The inventory will include major and minor sources within a 50 km radius, encompassing sources in the Air Quality Control Region for over a year. Mobile and area sources in growing areas, along with intermittent sources with significant emissions, will also be considered. Database requirements will involve tracking short-term and annual emission rates, segmenting emissions within facilities, and monitoring stack parameter changes. The project aims to enable easy interstate/tribal coordination and utilize AP-42 estimates and historical industry data for constructing a reliable baseline.

Selecting Point Sources for the Inventory • Use allowables as a “screening” analysis • Refine with actuals where available/necessary • Include major and minor sources within 50 km of the radius of impact • Include sources located in the AQCR for more than 1 year
Selecting “Non-Point Sources” for the Inventory • Include mobile and area sources in areas of growth • Include “intermittent” sources that have significant emissions
Missing Data • Use allowables where available • Assume full increment available at minor source baseline date • Use AP-42 estimates/historical information about industry class to “construct” baseline
Database Requirements • Track short-term and annual emission rates • Ability to segment emissions within the facility • Designation for increment consuming, expanding and baseline emissions • Ability to track stack parameter changes • Interstate/tribe coordination possible
