  1. SUITE SEM ImplementationAwareness Presentation

  2. Today’s Topics • SUITE Phase 1: Where We’ve Been • SUITE Phase 2: Where we are Now • SUITE Phase 3: Where We’re Going

  3. Useful Acronyms • SUITE = State Unified Information Technology Environment • SEM = Systems Engineering Methodology • CMMI = Capability Maturity Model Integrated • CMMI Level 3 = Maturity Level that is characterized by defined processes • SEI = Software Engineering Institute at Carnegie Mellon University • PMM = Project Management Methodology

  4. Purpose of SUITE Provide an integrated CMMI Level 3 compliant systems development framework that encompasses: • Process Management • Project Management • Systems Engineering • Support Processes

  5. SUITE Phase 1: Where We’ve Been • The Michigan Integrated Life Cycle (MILC) Model • SEM Version 1.0 • The Michigan Academy of Lifecycle Technologies (MALT) Curriculum • The SUITE Support Division and Operational Units Proposal • Agency Specific CMMI Assessments

  6. Long Range Vision:CMMI Level 3

  7. CMMI Benefits CMMI Provides: • Guidance for efficient, effective improvement across multiple process disciplines in an organization • A common language and a shared vision • Collection of best practices • A way to define what improvement means for an organization • Roadmap for process improvement www.sei.cmu.edu/cmmi

  8. CMMI Performance MeasuresBased on SEI Research with 35 different organizations* *Private Sector Experience

  9. Why CMMI Level 3?Some examples • Cost Savings: 20% drop in costs from Level 1 to Level 2 and an additional 32% drop from Level 2 to Level 3 • Productivity: Doubled the number of releases from 3 to 6 per year at Level 3 • Quality: 44% defect reduction utilizing causal analysis at Level 3 Excerpts from Performance Results of CMMI-Based Process Improvement (August 2006)

  10. SUITE Phase 2: SEM Implementation Began March 2007

  11. Four Important Questions • What is SEM all about? • Why is MDIT doing it? • When will it happen? • How will it affect me, my job, & my career?

  12. 1. What is SEM all about? It’s a standardized approach to systems development that assures we build, deliver, and maintain applications that meet or exceed our clients’ expectations. It’s the M1/ADOPT for application development.

  13. Systems Engineering Methodology • Introduction • Lifecycle Model • Initiation and Planning • Requirements Definition • Functional Design • System Design • Construction • Testing • Implementation • Appendices Templates and Process Guides

  14. SEM Stages & Templates • Initiation & Planning Stage • Software Configuration Management Plan • Maintenance Plan • Security Plan & Assessment • Requirements Definition Stage • Requirements Specifications • Requirements Traceability Matrix • Requirements Management Checklist

  15. SEM Stages & Templates • Functional Design Stage • Functional Design Document • System Design Stage • System Design Document • System Design Checklist • Conversion Plan • Test Plan • Test Reports • Software Testing Checklist

  16. SEM Stages & Templates • Construction Stage • Installation Plan • Transition Plan • Training Plan • Training Checklist • Testing Stage • Testing Package Checklist • Integration/System Test Checklist • Pre-Acceptance Checklist • Error Reporting and Tracking Checklist • User Acceptance Checklist

  17. SEM Process Guides A process guide is a document that provides detailed process information in order to promote high quality work products. For every SEM stage: • Stage Exit Process Guide For Every Major Deliverable: • Structured Walkthrough Process Guide

  18. 2. Why is MDIT doing it? Develop more reliable, cost effective, computer based solutions while maximizing efficient use of resources. Improve coordination across functional areas of MDIT.

  19. When will it happen? Work is underway NOW! Implementation began in late March.

  20. SUITE Phase 2 Goal:Implement SEM in March 2007

  21. How will it affect me, my job, & my career? • Clients & managers will have better ways to manage and track projects. • Employees will have more standard ways to do their work, including more complete documentation. Consistent processes and reliable documentation will increase mobility and opportunities for MDIT staff. • More effort up-front effort results in higher quality delivered to production. • Increased interaction and coordination between DIT and agency staff will deliver solutions that meet client requirements. • Improved coordination will speed project completion.

  22. Interaction with SEM

  23. SEM Implementation Approach • Agency IO Core Team • Wave Strategy (3 waves) • Identify applications or projects for each wave • Communication and Training • Integration with PMM processes

  24. IO Core Team • Representative from each selected application or project that will implement the SEM • SEM Champion • Identify gaps between current & new methodology • Develop strategies to bridge the gaps • Identify issues • Identify SEM areas that need improvement

  25. Wave Strategy • 3 Waves • First Wave identifies at least one application or project per CSD • Waves 2 and 3 add more applications until all applications or projects are using the SEM

  26. Communication & Training • TechTalk and Staff meetings • Awareness Presentations • Process Training • Detailed Template Training

  27. Integration with Project Management Processes • Coordination with Release Planning process • Release Schedules reflect SEM stages • Ability to validate SEM usage • Gather SEM baseline metrics
