I. General Information 1.1 Country Information • Land Area : 181,035 Km2 • Cambodia is bordered with : • Thailand: north and west (800 km) • Lao PDR: north (541 km) • Vietnam: east and south (1,228km) • Coastline: 440 km • Climate: Tropical Zone and Two Seasons • Population : ~15,424140 million (as of 2014) • Density : 85 persons/km2 • Capital City : Phnom Penh • GDP Growth : ~7% (2014) • 60% of population is based on agriculture
1.2 Forest cover resource in cambodia Evergreen Forest Non Forest LANDSAT TM Semi-Evergreen Forest Deciduous Forest Other Forest Cambodia defines forest as follows (FAO):10% crown cover, a minimum area:0.5ha, and a minimum tree height: 5m
1.3 Trend of forest cover • Annual deforestation rate: 0.34% (1965-2002) • Annual deforestation rate: 0.5% (2002-2010)
1.4 national strategy (Redd+) • Main Strategy: Support for effective management of Cambodia’s forest, in accordance with existing laws and policies : • Innovative Financing models • Improving Forest Law enforcement and governance • Local forest protection contracts • Valuing forest ecosystem services and promoting REDD+ Co-benefit • Adopting the nested approach to REDD+ implementation • Designing and implementing effective strategies to address drivers from outside the forest sector • The driver of deforestation and forest degradation that causes land use change in Cambodia ( migration, Agro-industrial development, land concession, poor ESIA..etc)

National MRV/REL • The MRV technical teams was inform and advise the REDD+ taskforce on their respective areas ( ToR and work plan for the MRV TA team) • Several meetings and workshops have been held including a GHG workshop and training in respective technical areas (eg. Remote sensing, GIS , use of tools, LCCS, allometric equations, and forest inventories in the testing size of difference method and stratification) • The key tools that MRV Cambodia will develop to support its national forest monitoring system area 1) Multipurpose National Forest Inventory 2) Satellite Land Monitoring System, and 3) GHG inventory for the reporting of emissions and removals from the land use, land use change and forestry sector.
Design Proposal of MultipurposeNational Forest Inventory (NFI) • Subsequent work is undertaken on the NFI Manual and Field Forms . The recorded data will preliminary consist of following ‘baskets’: The proposed NFI design covers all 5 carbon pools which have to be reported under the UNFCCC.

Design the Satellite Land Monitoring System (SLMS) to provide Activity data for REDD+ related activities • The Monitoring function will be supported by the development of a NFMS web portal • A sample portal has been developed which can be refined with different layers of data when becoming available Cambodia web portal sample only

Base line map in year 2014 and two historical data in year 2005 and 2010 FOREST • 22 main classes with 13 forest cover classes have been defined with LCCS3 guide tool. All the 13 classes are consistent to the past forest assessment conducted by FA and . CROP SETTELMENTS • A second stratification will be produced in order to defined the wetland classes. IV. Key challenges for the development and implementation of the monitoring system • Cross cutting issue in term of REDD+ program (What is REL/MRV?) • - Institutional arrangements: Two separate forest jurisdiction management areas (FA/MAFF and GDANCP/MoE) in term of REDD+, MRV as a whole. • - Human resource capacity of National MRV team is not balancing or appropriate enough to implement REL/MRV work plan. • 2. Harmonizes between difference work plan in various stakeholders agency (FA, GDANCP, JICA-CAMREDD, FAO-UNREDD and other forest research institute) • 3. Limited technical manpower (GIS and RS image processing) • 4. For field data collection does not have enough staffs to conduct the National Forest Inventory • 5. Data availability, data storage • 6. Financial support. • 7. Technical capacities are not sufficient manpower to perform the inventory. Needs for trainings on quality control and quality assurance, database management, GHG inventory, etc.
Deforestation and forest Degradation continue in Cambodia: forest fire, illegal logging, immigrant, forestland encroachment, and conversion. • Real time monitoring on forest cover change (technical support , accessing data ) • Development of Cambodia database management information • How to identify driver of forest degradation • Compile existing RS data with current suitable data to establish the base map ( 2005, 2006, 2010 and 2014 ) • Technical capacities are not sufficient manpower to perform the inventory. Needs for trainings on quality control and quality assurance, database management, GHG inventory, etc. • Integrate Remote Sensing data to support National forest Inventory.
