CASM-China Progress Report-2006/07

How CASM-China Can Support Sustainable ASM? • Improve the development of ASM in China by ways of two directions • Top-Down approach: • Drafting legal articles into the second revision of mineral resources law of the people’s Republic of China; • Carrying out national policy study on the orderly and healthy development of ASM in the second mineral planning of China in the 11th-five-year (2007-2010) period for MLR; • Joining forum of strategic decisions on resource consolidation campaign by central government.

How CASM-China Can Support Sustainable ASM? • Bottom-Up approach: • Actively propagandizing the importance and ways in protecting the environment while mining and concentrating; • Frequently advised and taught the mine-owners why and how to use environmental friendly methods in their practical business; • Sharing international and domestic experiences and knowledge in the field of ASM; • Expanding the network of CASM-China.

How CASM-China Can Support Sustainable ASM? • Providing some useful support to ASM workers and local communities • Advising and teaching mine-owners why and how to use environmentally friendly methods in their practical business; • Actively involving the importance and ways to diversify local economy in mining dependant areas; • Encouraged ASM owners to carry out integrated community development, creating some kinds of comprehensive agriculture development park or area, developing other industries and increasing peasant employments; • Provide technological support and consultation for ASM.

  8. Dominated by chemical and energy mineral ASM (﹥86%)with a diversity of other sectors

  9. The number of ASM in China has been sharply reducing over last 8 years as a result of closure and resource consolidation policies started in 1999-2000 and 2004-2005 respectively.

  10. More than 80% of ASM are privately or collectively owned. Other types include state-owned, share-limited, share-cooperative, joint operation and FDI and so on.

What has CASM-China Done Since 2006acc? • The focus of CASM China in 2006/7 turned to strategic and macro-levels of policy consultancies instead of case studies and local learning events • Completed a national policy study report in particular regard to ASM for the Ministry of Land and Resource (MLR) • Organized a policy forum on the resource consolidation campaign initiated by the central government since the late 2004 • Continue to push forward the ASM legislation
